                                                                                                                        <abstract><p>Bu çalışma, dijital demokrasinin Türkiye’deki yansımalarını inceleyerek, e-Devlet uygulamaları ile seçmen bilgi kâğıtlarının siyasal katılım ve kamu hizmetlerine erişim üzerindeki etkilerini analiz etmeyi amaçlamaktadır. Dijitalleşmenin, vatandaş-devlet ilişkilerini nasıl dönüştürdüğü ve bu dönüşümün katılımcı demokrasi üzerindeki etkileri, araştırmanın temel sorunsalını oluşturmaktadır. Kuramsal çerçeve, dijital demokrasi, yurttaşlık ve kamu yönetimi literatürüne dayandırılmıştır. Bu kapsamda, e-Devlet’in işlevi, katılımcı yönetim anlayışı ile bilgilendirme araçlarının seçmen davranışları üzerindeki etkisi değerlendirilmiştir. Araştırmada, nitel yöntem çerçevesinde içerik analizi uygulanmıştır. Yüksek Seçim Kurulu’nun yayımladığı seçmen bilgi kâğıtları ve kamu spotları temel veri seti olarak değerlendirilmiştir. Elde edilen bulgular, seçmen bilgi kâğıtlarının seçmenler açısından bilgilendirici bir işlev gördüğünü ve e-Devlet sisteminin kamu hizmetlerine erişimi kolaylaştırarak siyasal katılımı dolaylı biçimde teşvik ettiğini ortaya koymaktadır. Çalışma, e-Devlet’in kamu hizmetlerinde etkinlik sağlamakla birlikte demokratik katılımı da desteklediğini, ancak dijital uçurum ve altyapı eksiklikleri giderilmediği takdirde bu katkının sınırlı kalacağını vurgulamaktadır. Sonuç olarak, dijital demokrasi araçlarının Türk siyasal hayatında katılımcı kültürün gelişimine katkı sunduğu, ancak teknolojik altyapı, dijital okuryazarlık ve kapsayıcı politikalarla desteklenmediği takdirde etkinliğinin sınırlı kalacağı sonucuna ulaşılmıştır.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>This study explores the manifestations of digital democracy in Turkey by examining the influence of e-Government applications and voter information papers on political participation and access to public services. At the core of the research lies the question of how digitalization has reshaped citizen-state relations and the broader implications of this transformation for participatory democracy. The analysis is grounded in the theoretical literature on digital democracy, citizenship, and public administration, focusing on the role of e-Government, participatory governance practices, and the impact of informational tools on voter behavior. Methodologically, the study adopts a qualitative approach and applies content analysis. The primary data set consists of voter information papers and public announcements issued by the Supreme Election Council. Findings indicate that voter information papers fulfill not only a technical but also an informative and symbolic function, while the e-Government system enhances accessibility to public services, thereby indirectly encouraging political engagement. The study concludes that although e-Government contributes to efficiency in service delivery and strengthens democratic participation, its potential impact is constrained by challenges such as the digital divide and infrastructural limitations. Overall, digital democracy instruments are found to support the development of a participatory political culture in Turkey, yet their effectiveness depends on sustained investment in technological infrastructure, inclusive policy design, and the widespread promotion of digital literacy.</p></trans-abstract>
