                            <p>This article examines the migration policy towards Syrian immigrants with Michael Mann’s theory of State Capacity; also, with Chantal Mouffe’s confrontational and Jurgen Habermas’s deliberative democracy applications, aims to contribute to this theory by adding the phenomenon of legitimacy. The main argument of the article is that governance and legitimacy in Turkey’s policies towards Syrian immigrants is insufficient. This two-dimensional deficit, as an indicator of the deterioration of social justice and equality and weakened political decisions; indicates an acute lack of infrastructural power of the state. For these reasons, it has been observed that there is a need for a policy text with the minimum consent of all segments of the society for asylum seekers.</p></trans-abstract>
                                                                                                                                    <abstract><p>Bu makale Suriyeli göçmenlere yönelik izlenen göç siyasetine Michael Mann’ın Devlet Kapasitesi kuramıyla bakarken; Chantal Mouffe’nin çatışmacı ve Jurgen Habermas’ın müzakereci demokrasi uygulamalarından hareketle, meşruiyet olgusunu da bu kurama ekleyerek katkı yapmayı hedeflemektedir. Makalenin temel savı, Türkiye’nin Suriyeli göçmenlere yönelik izlediği politikalarda yönetim ve meşruiyet açığı ile karşılaştığıdır. Bu iki boyutlu açık, toplumsal adalet ve eşitliğin bozulduğunun ve politik kararların zayıfladığının göstergesi olarak; devletin akut bir altyapısal iktidar eksikliğine işaret etmektedir. Dolayısıyla; Suriyeli göçmenlere yönelik izlenen siyasetin geçicilikten ziyade, kalıcılık üzerine yapılarak, gerek yasal gerekse toplumsal rıza geliştirmek konularında, yeni politikalara ihtiyacı olduğu görülmektedir.</p></abstract>
