Letter, which used to be an important means of communication; in addition to its literary function, it has been used as the most effective method of communication between individuals, institutions, or states. Predetermined rules for writing and arranging letters were taught in schools, which were a systematic structure during the Ottoman Period. The work called Mektûbât-ı Etfâl, which led to the emergence of this study, is a work written to teach letter writing. This book is a textbook taught to primary and secondary-level students at the Necm-i Terakkî School, which served as a private school during the reign of Abdulhamid II. The book was written by Mehmed İhsan, one of the 19th-century writers. This work has 30 pages and was printed in Istanbul in 1899. In the work, brief information is given about the importance of learning Ottoman Turkish correctly, spelling rules are mentioned under the title of “Usûl-i Tahrîr”, and letter types and definitions are emphasized in the “Envâ-ı Mektûbât” section. In this study, after giving information about the letter type, the concept of child, and the importance of child education, the author of the book was tried to be determined, the work was Latinized and its content characteristics were analyzed.
Eskiden önemli bir iletişim aracı olan mektup; edebî işlevinin yanı sıra kişi, kurum ya da devletlerarası haberleşmenin en etkili yöntemi olarak kullanılmıştır. Mektupların yazım ve tanziminde, daha önce belirlenmiş kurallar, Osmanlı Döneminde sistematik bir yapı olan okullarda öğretilmiştir. Çalışmanın ortaya çıkmasını sağlayan Mektûbât-ı Etfâl de mektup yazmayı öğretmek amacıyla kaleme alınan bir eserdir. Bu eser, II. Abdülhamid döneminde özel okul statüsünde hizmet veren Necm-i Terakkî Mektebi’nde iptidâî ve rüştiye düzeyindeki öğrencilere okutulan bir ders kitabıdır. Kitap, 19. yüzyıl yazarlarından Mehmed İhsan tarafından kaleme alınmıştır. Bu eser, 30 sayfa olup 1899 yılında İstanbul’da basılmıştır. Eserde, Osmanlı Türkçesini doğru öğrenmenin ehemmiyeti hakkında kısa bir bilgi verilmiş, “Usûl-i Tahrîr” başlığı altında yazım kurallarından söz edilmiş, “Envâ-ı Mektûbât” bölümünde ise mektup türleri ve tanımları üzerinde durulmuştur. Bu çalışmada mektup türü, çocuk kavramı ve çocuk eğitiminin önemi hakkında bilgi verildikten sonra eserin müellifi tespit edilmeye çalışılmış, eser, Latinize edilerek muhteva özellikleri tahlil edilmiştir.
