                            <p>New growth theories suggest that education affects economic growth by contributing to human capital accumulation. Therefore, education is important not only in terms of directing individual development but also in terms of contributing to economic growth. Increased government expenditures on education will enable people to be more productive and thus generate increasing returns. The reference point of this study is human capital-based growth theory. The study aims to determine the impact of government education expenditure on economic growth. In the study, the relationship between education spending and economic growth is analyzed econometrically using the panel data method for the period 1993-2023 for 35 OECD countries. This analysis is carried out using the “fixed effects” regression model based on panel data analysis. The findings provide up-to-date information on the relationship between public education spending and economic growth in OECD countries and also reveal important results in determining the general welfare effects of education spending for primary, secondary and tertiary education in society. The study provides evidence that education expenditures, especially in secondary and tertiary education, provide positive returns on economic growth in OECD countries. The findings of this research may contribute to policy makers in determining the resource allocation in public education budgets and developing policies for this purpose in order to positively affect economic growth.</p></trans-abstract>
                                                                                                                                    <abstract><p>Yeni büyüme teorileri, eğitimin, insan sermayesi birikimine katkı sağlayarak ekonomik büyümeyi etkilediğini öne sürmektedir. Dolayısıyla, eğitim sadece bireysel gelişimi yönlendirmesi açısından değil aynı zamanda ekonomik büyümeye katkı sağlaması açısından da önemlidir. Eğitime yapılan hükümet harcamalarındaki artış, insanların daha üretken olmasını ve böylelikle artan getiriler elde etmesini sağlayacaktır. Bu çalışmanın referans noktasını, beşeri sermayeye dayanan büyüme teorisi oluşturmaktadır. Çalışma, eğitime yapılan hükümet harcamalarının ekonomik büyümeye etkisini belirlemeyi amaçlamaktadır. Çalışmada, 35 OECD ülkesi için 1993-2023 dönemi kapsamında, panel veri yöntemi kullanılarak, eğitim harcamaları ile ekonomik büyüme arasındaki ilişki ekonometrik olarak analiz edilmektedir. Bu analiz, panel veri analizine dayanan “sabit etkiler” regresyon modeli kullanılarak yapılmaktadır. Bulgular, hem OECD ülkelerinde kamu eğitim harcamaları ve ekonomik büyüme ilişkisi hakkında güncel bilgiler sağlamakta hem de ilköğretim, ortaöğretim ve yükseköğretim için yapılan eğitim harcamalarının toplumdaki genel refah etkilerini belirleme konusunda önemli sonuçlar ortaya koymaktadır. Çalışma, OECD ülkelerinde özellikle ortaöğretim ve yükseköğretim eğitim harcamalarının ekonomik büyüme üzerinde olumlu getiriler sağladığına yönelik kanıtlar sağlamaktadır. Çalışmanın bulguları, ekonomik büyümeyi olumlu yönde etkilemek için yapılan kamu eğitim bütçelerinde kaynak dağılımını belirleme ve buna yönelik politika geliştirmede konusunda politika yapıcılara katkı sunabilecektir.Anahtar Kelimeler: Kamu Eğitim Harcamaları, Ekonomik Büyüme, Panel Veri Analizi.</p></abstract>
