                                                                                                <abstract><p>Yumuşak güç unsurları, özellikle ikna ve güvenilirlik algıları, devletlerarasındaki güç dağılımını ve devletlerin güç hiyerarşisindeki konumlarını etkilemektedir. Devletlerin birbirleriyle ve çevreleriyle olan ilişkileri, hükümetlerin davranışları, söylemleri ve uluslararası arenadaki tutumları, devletlerin uluslararası sistemdeki imajını belirleyen unsurlar olarak ön plana çıkmaktadır. Dijital çağda yumuşak gücün bileşenlerini ve devletlerin imajını belirleyen unsurları etkileyen en önemli faktörlerden biri ise bilişim teknolojilerinin gelişimidir. Uluslararası ilişkiler her zaman teknolojiden önemli ölçüde etkilenmiştir ve günümüzde bilişim teknolojilerindeki gelişmeler toplumların tüm alanlarını etkilediği gibi hükümetlerin işleyiş şekillerinde ve birbirleriyle ilişki kurma biçimlerinde önemli bir etkiye sahip olmuştur. Bu gelişmelerin bir ürünü olarak ortaya çıkan ve kamu diplomasisi kavramından evrilen dijital diplomasi, devletlerin yumuşak güç unsurları arasında giderek daha önemli bir yer edinmektedir. Bu çalışma devletlerin gün geçtikçe daha aktif olarak kullandıkları dijital diplomasinin yumuşak güç potansiyeli üzerinde durarak dijital diplomasi ve yumuşak güç arasındaki ilişkiyi analiz etmektedir. Çalışmada, doğru kullanıldığı takdirde, dijital diplomasinin çok etkili bir dış politika aracı ve yumuşak güç bileşeni olarak kabul edilebileceği ancak geleneksel diplomasinin yerini alacak bir uygulama olarak kabul edilmemesi gerektiği, aksine geleneksel diplomasinin tamamlayıcısı olarak kabul edilmesi gerektiği savı ileri sürülmektedir.</p></abstract>
