Ideologies that aim to move societies forward and guide modernization pioneers through concepts and theories are critical and developmental in nature. The Tanzimat Period, which means "regulations", was the period in the Ottoman Empire, and the Meiji Period, which started in 1868, was the period in which these ideological movements were intensely seen in Japan. Since both countries remained far away from Western Enlightenment ideas, social changes made it necessary to research these ideologies. Jean Jacques Rousseau, who deeply influenced ideologies such as Nationalism and liberalism on the basis of many concepts such as freedom, equality, sovereignty and the state of nature, guided the political modernization programs of Ottoman and Japanese intellectuals. Rousseau's influence on the thoughts of the founder of Turkish Republic Mustafa Kemal Atatürk, Namık Kemal and Ziya Pasha in the Ottoman Empire, and on the intellectual structures of members of the Freedom and Human Rights Movement, Fukuzawa Yukichi and Shimazaki Tōson in Japan was discussed.In this study, Rousseau's influence on the 19th century Ottoman and Japanese thought was examined. In addition to the ideas built on Rousseau's political concept map, the criticisms directed at him are also the focus of the study. The main purpose of the article is to understand the ideological roots and characteristics of Ottoman and Japanese modernization within the framework of Rousseau. In this direction, a comparative method was used to enable us to understand the intellectual infrastructure of Ottoman and Japanese modernization on a macro scale, focusing on the Rousseau effect on a micro scale. As a result of the study, it was determined that Rousseau influenced Ottoman and Japanese intellectuals on the axis of political concepts such as social contract, sovereign, popular sovereignty, state of nature, freedom and equality. Another result of the study is that Rousseau's influence is seen in the field of literature as well as political ideologies.
Toplumları ileriye taşımayı amaçlayan, kavramlar ve kuramlar aracılığıyla modernleşme öncülerine rehberlik eden ideolojiler, eleştirel ve gelişimci yapıdadır. “Düzenlemeler” manasında kullanılan Tanzimat Dönemi Osmanlı’da; 1868’de başlayan Meiji Dönemi ise Japonya’da bu ideolojik hareketlerin yoğun olarak görüldüğü dönemlerdir. Her iki ülke de Batılı Aydınlanma fikirlerinden uzak kaldığı için, toplumsal değişimler bu ideolojileri araştırmayı gerekli kılmıştır. Özgürlük, eşitlik, egemenlik, doğa durumu gibi birçok kavram temelinde Milliyetçilik ve liberalizm gibi ideolojileri derinden etkileyen Jean Jacques Rousseau, Osmanlı ve Japon entelektüellerinin siyasi modernleşme programlarına rehberlik etmiştir. Başta Türkiye Cumhuriyeti kurucusu Mustafa Kemal Atatürk olmak üzere Osmanlı’da Namık Kemal, Ziya Paşa; Japonya’da ise Özgürlük ve İnsan Hakları Hareketi Mensupları, Fukuzawa Yukichi, Shimazaki Tōson gibi isimlerin fikrî yapılarında Rousseau’nun etkisi görülmüştür.Bu çalışmada, 19. yüzyıl Osmanlı ve Japon düşünce dünyasında Rousseau’un etkisi kaleme alınmıştır. Rousseau’ya ait siyasi kavram haritası üzerine inşa edilen fikirlerin yanı sıra, kendisine yöneltilen eleştiriler de çalışmanın odak noktasıdır. Makalenin temel amacı ise, Osmanlı ve Japon modernleşmesinin ideolojik kökenlerini ve niteliklerini Rousseau çerçevesinde anlayabilmektir. Bu doğrultuda, mikro ölçekte Rousseau etkisine odaklanarak makro ölçekte Osmanlı ve Japon modernleşmesinin fikrî alt yapısını anlamamızı sağlayacak karşılaştırmalı yöntem kullanılmıştır. Çalışmanın sonucunda, Rousseau’nun toplum sözleşmesi, egemen, halk egemenliği, doğa durumu, özgürlük, eşitlik vb. siyasi kavramlar ekseninde, Osmanlı ve Japon entelektüellerini etkilediği tespit edilmiştir. Siyasi ideolojilerin yanı sıra edebiyat alanında da Rousseau etkisinin görüldüğü, çalışmanın bir diğer sonucudur.
