Öz
In this research, TR/06/A/F/PL3–024 numbered and Construction Systems of Buildings main titled project, which is financed by State Planning Organization, The Centre of European Union Education and Youth Programmes (Turkish National Agency) and its results have been investigated. In the project, an examination of the present cases has been done from houses-residences, culture and belief, health and sport, education and accommodation for travelers and tourists and the comfort conditions of buildings points of view. According to these results, urbanization, local management, comforts conditions of residences and especially construction systems of buildings in Spain are better than in Turkey. The present distance between Turkey and European countries, in construction systems of buildings and improvement comforts conditions of residences, can be closed in a middle or long fixed term. Suitability workings in choosing and employing of the personnel, who will actively work about the properties of residences and urbanization which is one of the basic signs of development, supply importance. It can't be noticed that Sevilla is successful about of technical and middle manpower which is employed in the urbanization and production–inspection of building subjects.

Bu araştırmada, DTP Avrupa Birliği Eğitim ve Gençlik Programları Merkezi Başkanlığı tarafından (Ulusal Ajans) desteklenen TR/06/A/F/PL3–024 numaralı ve "Bina Yapım Sistemleri" konu başlıklı proje ve sonuçları incelenmiştir. Projede, meskenler-konutlar, kültür ve inanç, sağlık ve spor, eğitim yapıları ve konaklama tesisleri ile yapıda konfor şartları açısından mevcut durum incelemesi yapılmıştır. Bu sonuçlara göre, İspanya'daki kentleşme, yerel yönetim, konut konfor şartları ve özellikle bina yapım sistemleri Türkiye'dekinden daha iyidir. Türkiye ve Avrupa ülkeleri arasındaki bina yapım sistemleri ve konut konfor şartlarının iyileştirilmesi konularındaki fark orta ve uzun vadede kapatılabilir. Gelişmişliğin temel göstergeleri arasında sayılan kentleşme ve konut özellikleri konularında aktif olarak çalışacak personelin seçimi ve istihdamında liyakat çalışmaları önem arzeder. Sevilla, kentleşme ve konut üretim-denetim konularında istihdam edilen teknik ve ara insangücü konusunda başarılıdır.
