İhtidâ kavramı, bir gayrimüslimin Müslüman olmasını ifade etmekte olup Osmanlı arşiv belgelerinde bu durum çoğunlukla “şeref-i İslâm ile müşerref olmak”, “İslâm ile müşerref olmak”, “Müslüman olmak” ve “İslâma gelmek” gibi tabirlerle karşılanmıştır. Osmanlı İmparatorluğu’nun fethettiği bölgelerde askerî sınıfa mensup unsurların zamanla Osmanlı idarî yapısı içerisinde konumlandıkları ve bu sırada İslâmiyet’i benimsedikleri bilinmektedir. İhtidâ olgusunun erken dönem izleri, özellikle Osmanlı tahrir defterlerinde açık şekilde takip edilebilmektedir. Bugüne kadar herhangi bir timarlı sipahiye sadece Müslüman olması sebebiyle timar tevcih edildiğini gösteren bir berat tespit edilememiştir. Bununla birlikte, XVI. yüzyıl Osmanlı idarî işleyişini yansıtan mühimme defterlerinde, “İslâm ile müşerref” olan kişilere timar tevcih edildiğini gösteren çok sayıda hüküm bulunmaktadır. Bu timarların mühim bir kısmının “hisar gediği” olarak tevcih edildiği anlaşılmaktadır. Her ne kadar söz konusu tevcihlere ait beratların asılları günümüze ulaşmamış olsa da mühimme defterlerinde yer alan sûretleri üzerindeki işaretler, bu hükümlerin fermân hâline getirildiğini göstermektedir. Arşivlerde mühtedilere yapılan tevcihlere dair çok sayıda kayıt bulunmakla birlikte, bu belgelerin büyük bölümü kısa ve birbirine benzer ifadelerden oluşmaktadır. Bu çalışma kapsamında, 1564–1589 yılları arasına tarihlenen ve içerik bakımından farklılıklar arz eden 27 hüküm yayına hazırlanmıştır. Söz konusu belgeler, mühtedîlerin sosyal ve askerî statülerine, tevcih gerekçelerine ve hükümlerde kullanılan idarî üsluba dair ayrıntılar sunması bakımından önem taşımaktadır. Bu yönüyle makale, ihtidâ edenlere yönelik timar tevcihinin Osmanlı merkezî idaresi tarafından nasıl ele alındığını belgelere dayalı olarak değerlendirmeyi amaçlamaktadır.
The concept of embracing Islam refers to the transition of a non-Muslim into the Muslim community. In Ottoman archival language, this process was commonly expressed through phrases such as “being honored with the glory of Islam,” “being honored with Islam,” “becoming a Muslim,” and “coming to Islam.” In the regions incorporated into the Ottoman polity, members of the pre-Ottoman military and administrative elites were gradually integrated into the Ottoman system, and many of them embraced Islam in the course of this process. The early manifestations of this phenomenon (ihtidâ) can be clearly observed, especially in the Ottoman tahrir registers. To date, no charter has been identified indicating that a timar was granted to a sipahi solely on the basis of being Muslim. However, the mühimme registers reflecting the Ottoman central administration of the sixteenth century contain numerous rulings in which timars were granted to individuals described as having “the honor of Islam.” A considerable portion of these grants appear to have been issued in the form of hisar gediği. Although the original copies of these decrees have not survived, the annotations in the official registers demonstrate that these decisions were promulgated as formal imperial orders. While the Ottoman archives contain a large number of records concerning such appointments, most of them consist of brief and formulaic statements. Within the scope of this study, twenty-seven rulings dated between 1564 and 1589, which differ in content and detail, have been prepared for publication. These documents are significant in that they provide insight into the social and military status of individuals who embraced Islam, the grounds on which their timars were granted, and the administrative style employed in the issuance of these orders. On this basis, the article aims to evaluate how the Ottoman central administration managed the allocation of timars to those who embraced Islam.
