Bu çalışma, Osmanlı tarihine 31 Mart Vakası olarak geçen ve 13 Nisan 1909 tarihinde İstanbul’da patlak veren isyanı, olayların yaşandığı sırada İstanbul’da bulunan yabancı gözlemcilerin bakış açısından incelemektedir. II. Meşrutiyet döneminde belirginleşen siyasal gerilimlerin bir sonucu olarak ortaya çıkan 31 Mart Vakası, daha ilk günlerinden itibaren nedenleri, mahiyeti ve sonuçları bakımından farklı siyasal perspektifler çerçevesinde değerlendirilmiştir. Çalışmada, Osmanlı iç siyasal kamplaşmalarının doğrudan tarafı olmayan yabancı basın mensuplarının haber ve yorumları ile İstanbul’da görev yapan diplomatik misyonların rapor ve yazışmaları temel kaynaklar olarak kullanılmaktadır. Bu çerçevede makale, 31 Mart Vakası’nın Batı dünyasında nasıl algılandığını; isyanın nedenlerine ilişkin ileri sürülen açıklamaları, olaylara atfedilen siyasal ve toplumsal motivasyonları ve İstanbul’daki kargaşa ortamının Batı kamuoyunda nasıl değerlendirildiğini ele almaktadır. İsyanın ortaya çıkış biçimi, isyana dair ilk değerlendirmeler, isyancıların profili ve talepleri, devlet yönetiminin isyana verdiği tepkiler ile isyancıların sivillere yönelik tutumları analiz edilmektedir. Bu bağlamda makale, Osmanlı tarihinin önemli olaylarından biri olan 31 Mart Vakası’nın, iç siyasal tartışmaların ötesine geçen bir perspektifle, yabancı gözlemcilerin değerlendirmeleri ışığında daha dengeli ve nesnel biçimde yorumlanmasını amaçlamaktadır.
This study examines the uprising that broke out in Istanbul on 13 April 1909, known as the 31 Mart Vakası, from the perspective of foreign observers who were living in the city at the time of the events. Emerging as a result of the political tensions that became apparent during the Second Constitutional Period, the 31 March Incident was interpreted in Turkey through different political perspectives with regard to its causes, nature, and consequences. The study is based primarily on the reports and commentaries of foreign journalists who were not directly involved in any parties to the internal political rivalries within the Ottoman Empire, as well as on the reports and correspondence of diplomatic missions stationed in Istanbul. In this framework, the article explores how the 31 Mart Vakası was perceived in the Western world; the explanations put forward regarding the causes of the uprising; the political and social motivations attributed to the events; and the ways in which the atmosphere of disorder in Istanbul was assessed by Western public opinion. The analysis focuses on the manner in which the uprising emerged, the initial interpretations of the events, the profile and demands of the insurgents, the responses of the government, and the attitudes of the insurgents toward civilians. In this context, the article aims to contribute to a more balanced and objective interpretation of the 31 Mart Vakası—one of the most significant events in Ottoman history—by situating it beyond internal political debates and examining it through the assessments of foreign observers.
