This study is an attempt to analyse EU policies towards the SouthernCaucasus and their impact on Turkey. The EU’s interest in the region in the wakeof independence remained basically in the economic sphere, limited especially toeconomic aid, since economic aid was thought to be sufficient for the solution of theregion’s problems. With the Partnership and Cooperation Agreement concluded in1999 in Luxembourg, the EU interest in the region has changed, as the EU hasdecided to enhance its political profile in the region in addition to its economicinterests. This study deals basically with the changes in EU policies from 1999 todate
