                            <p>Public institutions and organizations operate inspection processes in order to receive goods, services and construction works smoothly and in accordance with the desired quality standard. In the framework of this process, depending on the type of problems that arise, penalty types (such as delay penalties, penalties for not having technical personnel, etc.) are recorded in the progress payment documents. The penalties received by the contractor within the project&#039;s completion timeframe are an important indicator in terms of evaluating their performance during the construction work. The aim of this study is to determine the importance level of various penalties received by the contractor during the project on the contractor&#039;s performance. For this reason, as a result of the examination of the progress payment documents of completed construction works, the types of penalties received by the contractor throughout the construction process were determined, and a survey was prepared to determine the importance level of these penalty types on the contractor&#039;s performance. The prepared survey results were obtained by consulting the opinions of experts in this field, and the Fuzzy Analytical Hierarchy Method (FAHP), which is commonly used in solving linguistic problems, was used in the evaluation phase. At the end of this process, the relative importance of the types of penalties received by the contractor during the construction work has been determined.</p></trans-abstract>
                                                                                                                                    <abstract><p>Kamu kurum ve kuruluşları mal, hizmet alımı ile yapım işini sorunsuz bir şekilde ve istenilen kalite standardına uygun olarak teslim alabilmek için denetim süreçlerini işletirler. Bu süreç çerçevesinde ortaya çıkan sorunların türüne bağlı olarak ceza türleri ve kesintiler (örneğin gecikme cezası, teknik personel bulundurmama cezası vb.) hakediş belgelerine kaydedilmektedir. Yüklenicinin projenin tamamlanacağı süre dahilinde aldığı cezalar, yapım işi süresince performansının değerlendirilebilmesi açısından önemli bir göstergedir. Bu çalışmanın amacı, yüklenicinin proje süresince aldığı farklı cezaların yüklenici performansındaki önem seviyesini belirlemektir. Bu sebeple, yapımı tamamlanmış inşaat işlerinin hakediş belgeleri üzerinde yapılan inceleme sonucunda, yüklenicinin inşaat süreci boyunca almış olduğu ceza türleri belirlenmiş ve ceza türlerinin yüklenici performansı üzerindeki önem seviyesini belirlemek için bir anket hazırlanmıştır. Hazırlanan anket sonuçları, bu alanda uzman kişilerin görüşlerine başvurularak elde edilmiş ve değerlendirme aşamasında dilsel problemlerin çözümünde yaygın olarak kullanılan Bulanık Analitik Hiyerarşi Yöntemi (FAHP) kullanılmıştır. Bu süreç sonunda yüklenicinin yapım işi boyunca aldığı ceza türlerinin birbirlerine göre önem dereceleri belirlenmiştir.</p></abstract>
