                                                                                                <abstract><p>Bilgi ve iletişim teknolojilerinin kamu hizmetlerindeki tezahürü olan e-devlet, küresel bir olgu halini almıştır. Bu çalışmada e-devlet gelişim sürecinden başlanarak ele alınmış, Türkiye e-devlet ana kapısı incelenmiştir. Ayrıca dünyadaki e-devlet ana kapıları da incelenerek Türkiye için öneriler oluşturulmaya çalışılmıştır. Endekslerde üst sıralarda yer aldığı için seçilen altı ülkenin e-devlet ana kapıları (ABD, Birleşik Krallık, Finlandiya, Yeni Zelanda, Singapur, Hollanda) inceleme sahasını oluşturmuştur. İncelenen ülkelerin ana sekmeleri dikkate alındığında, Türkiye ile pek çok yönden benzerlikler olduğu görülmektedir. Ancak alt sekmelere, bilgi ve hizmet sunumlarına bakıldığında bazı örnek hizmetlerin ülkemiz e-devlet uygulamalarına dahil edilebileceği sonucuna ulaşılmıştır. İşlemlerin daha çok ilk adımlarının e-devlet yolu ile yapılabildiği Türkiye’de, daha ileri adımlar çevrimiçi uygulamalar kapsamına alınabilir, hizmet odaklı olan portal bilgi içerikleri açısından zenginleştirilebilir ve bazı konular portala dahil edilebilir. Türkiye’nin endeks sıralaması olarak gerilerde olmasına rağmen web sayfaları ölçeğinde karşılaştırılabilir düzeyde olması onun gelişime açık olduğunu göstermektedir.</p></abstract>

                            <p>E-government which can be defined as the use of information and communication technologies in public services became a global phenomenon. In this study e-government was approached from its development process and Turkish e-government portal that occurred as a result of change and transformation that e-government made in Turkish public administration will also be examined. In this study by analyzing some e-government portals in the world proposals for Turkey was tried to bring forward. E-government portals of six chosen countries (USA, United Kingdom, Finland, New Zealand, Singapore, Netherlands) which are on the top of the indexes were analyzed and compared. When the main titles of the countries are taken into consideration it can be inferred that they have similarities in many aspects with Turkey. However, when subtitles of them are examined in detail with regard to information and service presented by them it can be reached that some sample services can be included in e-government practices of Turkey. In e-government system of Turkey generally first steps of the transactions can be realized via e-government. Yet further steps can be attached to online applications, service focused portal can be enriched in the sense of information contents and unavailable matters can be included to the portal. Although Turkey ranks lower than above mentioned countries on the lists when it is evaluated within website-scale it is at the comparable level and therefore open for development.</p></trans-abstract>
