The right to development, which is described as a third generation right, is a binding concept for both the state and the individual. According to the advocates of this right, the existence and functioning of the right to development is important for all human rights, including economic and social rights. The right to development, expressed by third world countries and recognized by the United Nations, has placed responsibility on many states. There are also controversies regarding the problems in practice and the lack of binding agreements regarding the right to development.
The right to development is seen as a human right and whether this development can be achieved in this sense is determined as the research problematic of the study. In this study, the conceptual framework on the right to development has been put forward and definitions and explanations regarding this right have been given. Then the development of the right to development set forth in the legal sense and the activities done on it in Turkey, obstacles to the right to development and functioning are described.
