Kamu Hastanelerinde Tip Proje Uygulamasına Bağlı Ortaya Çıkan Coğrafi Erişilebilirlik ve Otopark Sorunları

Öz

Bu çalışmada İstanbul’da göğüs kalp ve damar cerrahisi dalında hizmet veren ve tip mimari proje ile inşa edilen bir kamu hastanesinin coğrafi erişilebilirlik ve otopark sorunu araştırıldı ve iyileştirmeye yönelik bazı ipuçları ortaya kondu. Üç aşamalı bir yöntem izlendi. İlk aşamada hastanenin konum ve yakın çevre ilişkileri, giriş-çıkış noktalarındaki trafik akışı ve mülkiyet yapısı analiz edildi, arazi tespit çalışması yapıldı, uydu görüntüleri değerlendirildi ve tapu kayıtları incelendi. İkinci aşamada hastanenin yarattığı otopark talebi tam araç sayımı yapılarak ölçüldü ve mevcut kapasite ile karşılaştırıldı. Üçüncü aşamada ise alanın 1/5.000 ve 1/1.000 ölçekli planları irdelendi. Hastanede otopark standartları bakımından 300 adet, fiili durum açısından ise 400 adet ek otopark ihtiyacı tespit edildi. Ayrılması gereken özürlü otopark sayısı 62 iken, mevcutta bu sayının üç olduğu görüldü. Hastaneye giriş-çıkışların tek noktadan yapıldığı, bu durumun ciddi erişilebilirlik sorunları yarattığı saptandı. Yatak başına minimum 200 m2 ayrılması gereken hastane kullanım alanının ise 178 m2 olduğu görüldü. Ayrıca hastanenin güneyinde, sağlık tesisi olarak planlanmış ve hazine mülkiyetinde olan ancak kullanılmayan 18.5 hektarlık bir rezerv alanının bulunduğu tespit edildi. Erişilebilirlik bakımından üç sorun kümesi belirlendi: yetersiz otopark alanı, araç girişlerinin birbirine karışması ve hastaneye erişim veren güzergâhlar üzerindeki eksiklikler. Böylesi durumlarda hastane yönetimlerince benimsenen yaklaşım, genellikle ucuz ve geçici önlemlerle çözümün sadece hastane taşınmazı içinde aranmasıdır. Oysa bu örnekte olduğu gibi, en rasyonel ve kalıcı çözümler beklenmedik biçimde sorun alanının dışında saklı olabilmektedir. Dolayısıyla kamu hastanelerinin erişilebilirlik problemlerine geniş perspektiften bakılması ve otopark kapasitesi standartlarının yeniden gözden geçirilmesi gerekmektedir

Geographical Accessibility and Car Park Problems Arising From the use of Typical Designs in Public Hospitals

In this study geographical accessibility and car park problems of a public thoracic and cardiovascular surgery hospital in Istanbul, which was built according to typical designs were researched. A three-stage method was employed. Firstly, the hospital’s locational features, its relations with its immediate urban environment, the traffic flow and the property ownership pattern around it were investigated; title-deed records and satellite images were examined and an on-site land use survey was conducted. Secondly, the car park demand generated by this hospital was measured by a wholeday vehicle count. The results were then compared to the parking capacity of the hospital. Finally, the master and implementation plans of the area at 1/5000 and 1/1000 scales were examined. According to the standards of parking facilities, the hospital needs extra 300 parking spaces. As far as the actual demand is concerned, this figure is 400 units. The capacity allocated for disabled users is 3, whereas it should be 62 units. The hospital has one gate and this situation creates a traffic jam. The hospital area per bed is 178 m2, this is approximately 11% less than the standards. However, an empty 18.5 hectares area next to the hospital premises is reserved for the use of public health services. Three problems were identified with respect to geographical accessibility to the hospital. These are, insufficient parking facility, allocation of only one hospital gate for the use of all types of vehicles, and various deficiencies on main streets providing access to the hospital. Managers of public hospitals which face similar problems, in most cases, tend to employ temporary and cheaper measures within their jurisdictions. However, as this study has shown, optimum solutions could be found beyond the perceived boundaries of the problem. In this context, we believe that the issue of geographical accessibility to public hospitals needs to be looked at wider perspective, and car park standards should be revised
