One of the fundamental functions of the state is to ensure the security of its citizens and to guarantee the right to life, which is among the core rights. The central government must intervene directly through its central and provincial units against all forms of terrorist acts that violate the right to life and the security of its citizens, and it must take measures to prevent possible attacks. However, a counter-terrorism process left solely to the central government may face difficulties in achieving success. Therefore, it is inevitable for local governments to take part in combating terrorism and addressing the problems that arise as a result of terrorist incidents. In particular, in cases where urbanization emerges due to political reasons, local governments face intense migration caused by terrorist activities. These migrations, which significantly disturb urban life, require local and central governments to work in close cooperation. In this context, the aim of the study is to identify the activities carried out by the central government — specifically the Ministry of Interior — and by local governments, particularly metropolitan municipalities affected by terrorism, in the fight against terrorism, and to determine the level of cooperation between the central and local governments in this field. To achieve this goal, the study first discusses the concepts of central government, local government, and the relationship between them. Then, it addresses issues related to strategic planning and counter-terrorism. Finally, the study concludes with a content analysis of the Ministry of Interior and selected metropolitan municipalities that have been affected by terrorism and migration issues.
Devletin temel işlevlerinden birisi vatandaşlarının güvenliğini sağlayarak sert çekirdek haklardan olan yaşam hakkını güvence altına almasıdır. Yaşam hakkı ve vatandaşlarının güvenliğini ihlal eden her türlü terör eylemine karşı merkezi yönetimin doğrudan merkez ve taşra birimleri ile müdahale etmesi ve olası eylemleri önlemesi gerekmektedir. Tek başına merkezi yönetime bırakılmış bir terörle mücadele olgusunun başarıya ulaşması zor olabilir. Bununla birlikte yerel yönetimlerinde terörle mücadele konusunda ve terör eylemleri ve olayları neticesinde ortaya çıkan sorunlar ile mücadele etmesi kaçınılmazdır. Özellikle kentleşmenin siyasal nedenler ile ortaya çıkmasında yerel yönetimlerin terör olayları neticesinde yoğun göçler ile karşı karşıya kaldığı ve kentsel hayatı rahatsız edici düzeyde olan bu göçlere ilişkin merkezi yönetim ile ortak çalışması gerekmektedir. Bu kapsamda çalışmanın amacı merkezi yönetim birimlerinden birisi olan İçişleri Bakanlığı ve terör olayları ile karşı karşıya kalan yerel yönetimler olan büyükşehirlerin terörle mücadele noktasında yürüttüğü faaliyetlerin neler olduğunun ortaya konulması ve merkezi yönetim ile yerel yönetimlerin bu alandaki ilişki düzeyinin belirlenmesidir. Bu amacı gerçekleştirebilmek için öncelikle Kavramsal olarak merkezi yönetim, yerel yönetim ve bunların birbirleri ile olan ilişkisi yer almaktadır. Daha sonra stratejik planlama ve terörle mücadele konusunda değinilmiş ve çalışma İçişleri Bakanlığı ve terör ve göç sorunu ile karşı karşıya kalan bazı büyükşehir belediyelerinin içerik analizinin incelenmesi ile tamamlanmıştır.
