Çalışmanın amacı, eski hükümlü ve denetimli serbestlik yükümlüsü olan kişilerin istihdam durumlarını, istihdam sağlamadaki zorlukları ve engelleri tespit ederek istihdamın arttırılması yönünde işverenlere ve ilgili Kurum ve kuruluşlara öneriler sunmaktır. Araştırmanın evreni, Düzce’deki eski hükümlü ve denetimli serbestlik yükümlülerini kapsamakta olup örneklem olarak 25 kişi seçilmiştir. Araştırmanın verileri, nitel araştırma tekniklerinden yarı yapılandırılmış mülakat tekniği uygulanarak katılımcıların görüşme esnasında verdikleri cevaplar metne dönüştürülerek MAXQDA programıyla analiz edilmiştir. Yapılan analizde istihdam durumu ve iş bulma süreçleri, kurum ve kuruluşların istihdama etkisi, toplumsal algının istihdama etkisi, istihdamda karşılaşılan sorunlar, beklenti ve öneriler olmak üzere 5 ayrı tema oluşturulmuştur. İstihdamdaki toplumsal algı açısından sabıka kaydı, güvensizlik ve ön yargının olduğu, istihdamda sicil kaydının olması, işe kabul edilmeme, iş becerisini kaybetmek, manevi sorunlar ve sermayenin olmaması karşılaşılan en önemli sorunlar olduğu tespiti yapılmıştır. İstihdamın artırılmasında toplumun ve işverenlerin olumsuz önyargılarını ortadan kaldırıcı çalışmaların yapılması, özel sektör, sivil toplum örgüleri, sendikalar, Kamu kurumları, arasında işbirliği projelerinin geliştirilmesi gerekir.
The aim of the study is to identify the employment status of ex-convicts and probationers, the difficulties and obstacles in providing employment, and to offer recommendations to employers and relevant institutions and organizations to increase employment. The universe of the research includes ex-convicts and probationers in Düzce and 25 people were selected as a sample. The data of the study were analyzed using the MAXQDA program by converting the answers given by the participants into text using a semi-structured interview technique, one of the qualitative research techniques. In the analysis, 5 different themes were created: employment status and job finding processes, the impact of institutions and organizations on employment, the impact of social perception on employment, problems encountered in employment, expectations and suggestions. Criminal records, mistrust, prejudice, negative track records, job rejection, loss of job skills, moral issues, and lack of capital are among the most significant problems encountered. Increasing employment requires efforts to eliminate negative prejudices held by both society and employers, and the development of collaborative projects between the private sector, civil society organizations, trade unions, and public institutions.
