                                                                                                <abstract><p>Avrupa’nın sosyal ve kültürel bazda ortak köklere sahip olduğunu vurgulayan Mihail Gorbaçov, böyle yoğun bir ilişki yumağı sonrası oluşmuş Avrupa’nın ikiye bölünmüşlüğünün son bulması gerektiğini belirtmiştir. Avrupa’nın ortak bir çatı altında barınması gerektiğini; ancak her ailenin kendi dairesinin ve farklı giriş kapılarının olması gerektiğini dile getirmiştir. 6 Temmuz 1989’da Avrupa Konseyi Toplantısı’nda, “Ortak Avrupa Evi” önerisinde bulunan Gorbaçov’un, bu önerisinin mantığını açıklamak konusunda insancıl argümanlar kullandığını görmekteyiz. Silahlanmanın önüne geçilmesi hususunda atılacak adımların somutlaşması adına, ortak bir çatıya ihtiyaç duyulduğu belirtilerek, olası bir nükleer savaşın yanısıra, bir konvansiyonel savaşta dahi Avrupa’nın haritadan silineceğinin üzerinde durmuştur. Çalışmada, Doğu Bloku’nun çözülme süreci, Ortak Avrupa Evi teorisi ve bu yaklaşımın Avrupa bütünleşmesi sürecine yansımaları anlatılarak, okurlara tarihsel süreci ortaya koyucu ve bilgilendirici bir akış sunulacaktır.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>Emphasizing that Europe has common roots on a social and cultural basis, Mikhail Gorbachev said, and he stated that the division of Europe in two must come to an end. Europe should be sheltered under a common roof; however, he stated that each family should have its own apartment and different entrance doors. Gorbachev proposed a &quot;Common European House&quot; at the European Council Meeting in 6th July 1989. He used humanistic arguments to explain the rationale for this proposal. He stated that a common framework was needed in order to embody the issue of preventing armament. He emphasized that Europe would be wiped off the map in a possible nuclear or conventional war. In this study, the disintegration process of the Eastern Bloc, the Common European House theory and the reflections of this approach on the European integration process will be explained and an informative flow will be presented to the readers.</p></trans-abstract>
