Enerji güvenliği uluslararası toplumungündeminde ilk sıralarda yer alan bir konu olmasına rağmen akademik yazındagenellikle tüketici ülkeler gözüyle değerlendirilmiştir. Ancak enerji teminindeüretici ve transit ülkeler de bulunmaktadır ki enerji akışının kesintisiz devamedebilmesi için bu ülkelerin de enerji güvenliğinin sağlanması gerekir. Buçalışmada konuya daha önce hiç bakılmayan fakat hemen her çalışmada değinilentransit ülkelerin güvenliği açısından yaklaşılmış ve Türkiye örneği üzerindenkonu tartışılmıştır. Öncelikle Dünya’daki üretici, tüketici ve transit ülkeleryönünden genel olarak konu incelenmiş, üretici ve tüketici ülkelerdeki benzeşenveya farklılaşan güvenlik tehditlerine bakılmış ve Türkiye’nin enerji sorunlarıirdelenerek konu somutlaştırılmıştır.
Energysecurity is one of the most important issues in international relationsstudies. In the literature, it is elaborated from the point of view of theconsumer countries. However, energy security can be enhanced through providingsafety of the three groups of countries-consumer, supplier and transitcountries. In this study, energy security is to be assessed by considering thespecial conditions of the transit countries, which is touched upon in manyarticles however not studied. Here, first of all, threats against energy securityof consumer, supplier and then transit countries in general will be lookedinto. Differences and similarities between security concerns of transitcountries and other two groups of states are to be shown. The issue isscrutinized through examination of energy security concerns of Turkey.
