                                                                                                <abstract><p>Kimlik politikalarının ön plana çıktığı ve zorunlu göçün insanlığa karşı suç olarak kabul görmeye başladığı 1990’lardan itibaren Çam Arnavutları, İkinci Dünya Savaşı sırasında Yunan Devleti tarafından kendilerine uygulanan etnik katliam ve Arnavutluk’a gönderilmelerini içeren toplu sürgünü anmaktadır. Aynı dönemde diğer bir Müslüman azınlık grup olan Batı Trakya Türkleri, her ne kadar benzer işgal ve iç-savaş koşullarını altında baskı görmüşler ve çoğunlukla Türkiye’ye göç etmek zorunda kalsalar da, Yunanistan bu gruba karşı kitlesel kıyım eylemi gerçekleştirmemiştir. Yunanistan şuana dek kendi sınırları içinde Türkler de dahil olmak üzere hiçbir etnik azınlığı tanımamaktadır ve Batı Trakya Türkleri 1990’lardan itibaren etnik kimliklerinin tanınması ve diğer kolektif haklarının ihlalinin sonlanması davalarını uluslararasılaştırmaya çalışmaktadırlar. Neden Yunanistan bu iki Müslüman gruba karşı farklı etnik politikalar izlemiştir? Batı Trakya Türkleri 1913’te ayrı bir cumhuriyet kurmuş olmasına rağmen, neden Yunan Devleti, Çam Arnavutlarını tehdit olarak görmüş ve sürgün, etnik temizlik gibi politikalar izlemiştir? Neden, Türkiye ve Arnavutluk, soydaş topluluklarının davalarına farklı yaklaşmaktadır? Yunanistan’ın benzer bu iki topluluğa karşı İkinci Dünya Savaşı sırasında uyguladığı farklı etnik politikaların nedenlerini grupların kendi mikro özellikleri ve ulus-devlet ile soydaş ülkeleri Arnavutluk ve Türkiye arasındaki makro özellikler üzerinden inceleyen bu çalışma, birincil ve ikincil kaynaklara dayanarak, gruplar arasındaki örgütlenme, liderlik, grup bilinci ve en önemlisi kolektif haklarını garanti altına alan uluslararası antlaşmalar ve soydaş ülkelerinin tutumları gibi unsurlardan oluştuğunu savunmaktadır.</p></abstract>
                                                                                                                                    <trans-abstract xml:lang="en">
                            <p>Since the 1990s, when identity politics gained prominence and forced migration began to be recognized as a crime against humanity, the Cham Albanians have commemorated the ethnic massacre and mass expulsion they faced at the hands of the Greek state during World War II, which resulted in their forced displacement to Albania. In the same period, another Muslim minority group, the Western Thrace Turks, also experienced oppression under similar conditions of occupation and civil war and were largely forced to migrate to Turkey. However, Greece did not carry out a mass extermination campaign against this group. To this day, Greece does not officially recognize any ethnic minorities within its borders, including the Turks. Since the 1990s, Western Thrace Turks have sought to internationalize their claims for the recognition of their ethnic identity and the cessation of violations of their collective rights. Why did Greece adopt different ethnic policies toward these two Muslim groups? Despite the fact that the Western Thrace Turks established a separate republic in 1913, why did the Greek state perceive the Cham Albanians as a threat and implement policies of expulsion and ethnic cleansing against them? Why have Türkiye and Albania taken different approaches to advocating for their kin communities? This study examines the reasons behind Greece’s divergent ethnic policies toward these two communities during World War II by analyzing both micro-level characteristics of the groups and macro-level dynamics between the nation-state and their kin-states, Albania and Türkiye. Based on primary and secondary sources, it argues that factors such as group organization, leadership, collective consciousness, and, most importantly, international treaties that guarantee collective rights and the stance of their respective kin-states played a decisive role in shaping these differing outcomes.</p></trans-abstract>
