The concept of security is tried to be explained with philosophical and political approaches against the elements of competition, violence, hegemony and threat, and the content of this concept is expanded with the dominant understandings developed depending on the power, existence-anarchy and conflicting environments in the world. How nations and international entities present this concept on the axis of power directs the security understandings. The phenomenon of threat and power shapes the perception of threat according to what and whom, as the parameters of the security problematic and ensuring the continuity of the problem of existence in the dominance areas. National and international security strategies are changing depending on the perceptual and conceptual approaches, and classical security approaches are expanding. In this study, based on the approaches that shape the theoretical plane in the context of international relations and security studies, threat-security perception and the theoretical shaping and politicization of national/international security strategies will be evaluated with an analytical approach.
Güvenlik kavramı; rekabet, şiddet, hegemonya ve tehdit unsurlarına karşı felsefi, siyasal yaklaşımlarla açıklanmaya çalışılmakta ve bu kavramın içeriği dünyada yaşanan güç, varlık-anarşi, çatışmacı ortamlara bağlı olarak geliştirilen hâkim anlayışlarla genişletilmektedir. Ulusların ve uluslararası varlıkların güç ekseninde bu kavramı nasıl bir perspektifle sundukları, geliştirilen güvenlik anlayışlarına yön vermektedir. Tehdit ve güç olgusu, hâkimiyet alanlarında varlık sorununun devamlılığını sağlayan ve güvenlik sorunsalının parametreleri olarak, neye ve kime göre tehdit algısını şekillendirmektedir. Ulusal ve uluslararası güvenlik stratejileri algısal ve kavramsal yaklaşım şekillerine bağlı olarak değişmekte ve klasik güvenlik yaklaşımları genişlemektedir. Bu çalışmada uluslararası ilişkiler ve güvenlik çalışmaları bağlamında teorik düzleme yön veren yaklaşımlar esas alınarak, tehdit-güvenlik algısı ve ulusal/uluslararası güvenlik stratejilerinin kuramsal şekillenmesi ile siyasallaşması, analitik bir yaklaşımla değerlendirilmeye çalışılacaktır.
