Bu çalışmanın amacı, İstanbul’dagerçekleşmesi beklenen olası bir depremde, depremin neden olacağı kırılganlıketkisinin de incelenerek insani yardım malzemelerinin önceden konumlandırılmasımaksadıyla bir çerçeve oluşturmak ve bu doğrultuda İstanbul için hazırlanmışJICA Raporu’nda (2002) yer alan bilgi ve verileri kullanarak afet müdahale veyardım merkezi konumları önermektir. Sunulan modelde 29 talep noktası ve 29potansiyel afet müdahale ve yardım merkezi bulunmaktadır. Model ulaşım ağıkırılganlığını ve bina kırılganlığını, talep ve mesafe unsurlarına entegreederek değerlendirmektedir.
