The aim of the study is to investigate how social capital and innovation affect regional development. In this direction, a spatial model is developed. Since the model includes both a cross-section and a time series, it is assumed that social capital and innovation affect the gross national product per capita spatially as a regional development indicator, and spatial panel data analysis is utilized in this direction. The data of the study are obtained from the social capital index, innovation index and gross national product per capita of the provinces of TR42 East Marmara Development Region (MARKA) between 2007-2021. In order for the concepts of social capital and innovation to gain quantitative characteristics, firstly their sub-determinants are determined. The determinants of these, which can be reached for the region of study, as well as the social capital and innovation indices are obtained within the relevant years. As a result of the study, spatial dependence is determined both in the region and between the provinces. In addition, when the spatial effect is added to the model, it is accepted to analyze the model with Fixed Effect Spatial Error Panel Data Analysis (SEM). As a result, while the effect of innovation on per capita income is not found significant, the effect of social capital on innovation is found to be significant. It is determined that a one-unit increase in social capital reduces the gross national product per capita as 2,530 dollars.

Çalışmanın amacı, sosyal sermaye ve inovasyonun bölgesel kalkınmada nasıl bir etkisinin olduğunu araştırmaktır. Bu doğrultuda mekânsal bir model geliştirilmiştir. Bu model hem yatay kesit hem de zaman serisi içerdiğinden dolayı: sosyal sermaye ve inovasyonun bölgesel kalkınma göstergesi olarak kişi başı gayri safi milli hasılayı mekânsal olarak etkilediği varsayılmış ve bu doğrultuda mekânsal panel veri analizi yapılmıştır. Çalışmanın verileri 2007-2021 yılları arasında TR42 Doğu Marmara Kalkınma Bölgesine (MARKA) bağlı illerin sosyal sermaye endeksi, inovasyon endeksi ve kişi başı gayri safi milli hâsıla verilerinden elde edilmiştir. Sosyal sermaye ve inovasyon kavramlarının nicel özellik kazanması için öncelikle bunların alt belirleyicileri tespit edilmiştir. Bunların, çalışılan bölge için ulaşılabilen belirleyicileri ile sosyal sermaye ve inovasyon endeksleri ilgili yıllar içerisinde elde edilmiştir. Çalışma sonucunda hem bölge genelinde hem de iller arasında mekânsal bağımlık tespit edilmiştir. Ayrıca mekânsal etki modele eklenince modelin Sabit Etkili Mekânsal Hata Panel Veri Analizi (SEM) ile analizin yapılması kabul edilmiştir. Sonuç olarak inovasyonun kişi başı geliri etkilemesi anlamlı bulunmazken sosyal sermayenin kişi başı geliri etkilemesi anlamlı bulunmuştur. Sosyal sermayedeki bir birimlik artışın, kişi başı gayri safi milli hasılayı 2.530 dolar olarak azalttığı tespit edilmiştir.
