After the Internet has become one of the indispensable element of daily life, it has become possible for groups who have opinions which are not dominant in societies to express themselves more democratically. While even the transfer of a speech to the groups within a society, as well as its announcement in a way of creating global impact was quite difficult before the popularization of this technology, the breaking caused by the Internet in the ownership structure of traditional media has subjected the mass communication only to the “nonexistent” ownership of a simple and cheap connection. However, this democratizing step provided by the technology has caused not only radical strands, which try finding a base in society, and terrorist groups to make propaganda relying on the anonymizing power of Internet, but also the hate speech existing against various groups to be reproduced in a way of repeating itself. This causes discussions on what kind of measures can be taken about the hate speech reproduced on social media. In this respect, the aims of this study are to discuss hate speech and social media as a field that shows/bears the hate speech and to discuss regulations to be designed about the prevention of reproduction of hate speech on social media.
İnternetin gündelik yaşamın olmazsa olmazlarından biri haline gelmesinin ardından toplumlarda egemen olmayan görüşlere sahip grupların kendilerini daha demokratik biçimde ifade edebilmeleri mümkün kılınmıştır. Bu teknolojinin yaygınlaşmasından önce, bir söylemin küresel etki yaratacak şekilde duyurulması bir yana bir toplumun içindeki gruplara dahi aktarılabilmesi oldukça zorken, internetin, geleneksel medyanın sahip olduğu mülkiyet yapısında kırılma yaratması, kitle iletişimi yalnızca basit ve ucuz bir bağlantının ‘var olmayan’ mülkiyetine tabi kılmıştır. Ancak, teknolojinin sağladığı bu demokratikleştirici adım gerek toplumda taban bulmaya çalışan radikal akımların ve terör gruplarının internetin anonimleştirici gücüne dayanarak propaganda yapabilmesine gerekse çeşitli gruplara karşı var olan nefret söyleminin kendini tekrarlar şekilde yeniden üretmesine neden olmaktadır. Bu durum sosyal medyada yeniden üretilen nefret söylemi konusunda ne gibi önlemlerin alınabileceği tartışmalarını beraberinde getirmektedir. Bu bağlamda çalışmamızda nefret söylemi kavramı ile nefret söylemini gösteren/besleyen bir alan olarak sosyal medya ele alınacak ve sosyal medyada nefret söyleminin yeniden üretilmesinin engellenmesi konusunda ortaya konulabilecek düzenlemeler tartışılacaktır.
