Mimarlık eğitiminde i̇ş sağlığı ve güvenliğinin yeri ve önemi

Öz

Binaların hem inşa hem de kullanım safhalarında sağlık ve güvenliğin sağlanmasında mimarlar büyük öneme sahiptir. 2015 yılında mimarlık programlarında iş sağlığı ve güvenliği derslerinin iki dönem boyunca zorunlu olarak okutulmasının yasalaşması mimarların bu önemli rolünün altını çizmektedir. Ancak, bu derslerin nasıl okutulacağı ile ilgili olarak bir rehber ya da yönlendirme bulunmamaktadır. Çalışmanın amacı iş sağlığı ve güvenliği anlamında daha yetkin mimarların yetiştirilmesi amacıyla derslerin işlenişine dönük önerileri ortaya koymaktır. Bu çalışmada Yükseköğretim Program Atlası’nda yer alan mimarlık programlarının ders planları inceleniş mevzuata uygunluk durumu ortaya konmuştur. Çalışmanın ikinci kısmında ise anket yoluyla veri toplanmıştır. E-posta yoluyla yapılan anket uygulamasıyla bu programlarda görev yapan öğretim elemanlarının iş sağlığı ve güvenliği derslerinin işlenişi ve içeriği ile ilgili görüşleri araştırılmıştır. Ders planları incelendiğinde, iş sağlığı ve güvenliği derslerinin iki dönem boyunca okutulmasının henüz genel anlamda uygulamaya konulmadığı görülmektedir. Sonuçlara göre, bu değişiklik ile ilgili olarak akademisyenlerin çoğunluğunun bilgi sahibi olduğu ancak okutulacak derslerin bir dönem ile sınırlı tutulması gerektiğini düşündükleri anlaşılmaktadır. Ayrıca anket sonuçlarına göre derslerde yer alması gereken ve yer alması gerekli görülmeyen konular da ortaya konulmuştur. Sonuç olarak, hem şantiye hem de kullanım safhasında mimarların iş sağlığı ve güvenliği ile ilgili role sahip olmaları sebebiyle, okutulacak bir dersin genel ve tasarım ile ilgili konulara diğer dersin ise şantiyelerde iş sağlığı ve güvenliğine ayrılması önerilmektedir. Yangın güvenliği ve ergonomi konularının da iş sağlığı ve güvenliği açısından önemi belirtilmiştir. Derslerin işlenişiyle ilgili önerilerde ayrıca sonuç bölümünde yer almaktadır.

The place and importance of OHS in architectural education

Öz

Architects are of great importance to ensure health and safety in both the construction and use phases of buildings. The enactment of mandatory instruction of occupational health and safety courses for two semesters in architecture programs in 2015 underlines this important role of architects. However, there is no guide or guidance on how to teach these courses. The aim of the study is to put forth suggestions for the teaching of the courses in order to coach more competent architects in terms of occupational health and safety. In this study, curriculum of the architectural programs included in the Higher Education Program Atlas were examined and the compliance with the legislation was revealed. In the second part of the study, data were collected through a questionnaire. The opinions of the lecturers working in these programs about the teaching and content of the occupational health and safety lessons were investigated by using an e-mail questionnaire. When curriculums are examined, it is seen that the teaching of occupational health and safety courses over two semesters has not yet been put into practice in general. According to the results, it is understood that most of the academicians know about this change, but they think that the courses to be taught should be limited to one semester. In addition, according to the results of the questionnaire, the subjects that should or are not required to be included in the lessons were also revealed. As a result, it is recommended that one lesson to be taught should be devoted to general and design-related issues, and the other lesson to occupational health and safety at construction sites, since architects have a role in occupational health and safety both at the construction site and during the use phase. The importance of fire safety and ergonomic issues in terms of occupational health and safety is also stated. Suggestions about the teaching of the lessons are also included in the conclusion section.
