Housing contains functional volumes that respond to human needs (shelter, sleeping, eating, drinking, etc.) and social and psychological needs. For this reason, it has continued as one of the most important problems of people of every age throughout history. Housing, which is one of the most basic research subjects of architectural practice, is in the XIX. and XX. century, it has been one of the important topics of discussion both in many developed countries and in Turkey. Because with these centuries, the production style of the house has changed, and it is observed that the houses that are produced individually for individuals are started to be mass-produced together with the social, economic and political dynamics. The mass housing construction process, which started to solve the housing problem of the workers with the industrial revolution in the world, is one of the important housing production models that is still used today. The housing requirement of the population increasing day by day in Turkey, high rental prices, and unplanned, unplanned constructions that are increasing in the city periphery are interpreted as important signs showing the existence of the housing problem. From the late Ottoman to the 2000s, different housing policies were discussed and tried to be implemented in 20-30 years. After the 2000s, mass housing production plays an important role in solving the housing problem in Turkey; The culture of collective housing has also become widespread in rapidly growing cities where the population is rapidly increasing. In this study, the housing problem in Turkey has been compiled chronologically from the late Ottoman period to the present through the mass housing phenomenon. The study also focuses on the scope and target of mass housing practices over a century and the roles of the actors involved in these processes.
Konut, insanın beşerî gereksinimleri (barınma, uyuma, yeme, içme vb.) ile sosyal ve psikolojik ihtiyaçlarına cevap veren fonksiyonel hacimleri barındırır. Bu sebeple tarih boyunca her çağda insanların en önemli sorunlarından birisi olarak süregelmiştir. Mimarlık pratiğinin de en temel araştırma konularından birisi olan konut, XIX. ve XX. yüzyıldan bu yana hem gelişmiş birçok ülkede hem de Türkiye’de önemli tartışma başlıklarından birisidir. Çünkü bu yüzyıllar ile birlikte konutun üretim biçimi değişmiştir. Tekil olarak, kişilere özgü üretilen konutların toplumsal, ekonomik ve siyasal dinamiklerle birlikte kitlesel olarak üretilmeye başlandığı izlenmektedir. Dünyada Endüstri Devrimi ile işçilerin barınma problemini çözmeye yönelik başlayan toplu konut inşa etme süreci günümüzde hala başvurulan önemli konut üretim modellerinden birisidir. Türkiye’de günden güne artan nüfusun barınma gereksinimi, yüksek kira bedelleri, kent çeperlerinde artış gösteren imara aykırı, plansız yapılaşmalar konut sorununun varlığını gösteren önemli emareler olarak yorumlanmaktadır. Geç Osmanlı Dönemi’nden 2000’li yıllara kadar geçen süreçte her 20-30 yılda bir farklı konut politikaları yürütülerek uygulamaya geçirilmiştir. 2000’li yıllardan sonra ise Türkiye’deki konut sorununun çözümünde toplu konut üretimi önemli bir rol oynamakta; toplu barınma kültürü de nüfusun hızla arttığı ve hızlı büyüyen kentlerde yaygınlaşmaktadır. Bu çalışmada Türkiye’deki konut sorunu toplu konut olgusu üzerinden kronolojik bir şekilde Geç Osmanlıdan başlayarak günümüze kadar dönemsel olarak derlenmiştir. Çalışmada ayrıca bir asırlık süreçte toplu konut uygulamalarının kapsamı, hedefi ve bu süreçlerde yer alan aktörlerin rolleri üzerinde durulmuştur.
