Öz

The continuous increase in the demand for agricultural products with the limited resources makes productivity increases imperative. Furthermore, the growth in the agricultural productivity is also one of the main factors of sustainable development especially for developing countries in which the agricultural sector is more influential on the economic structure and employment. In this study, we measure long term agricultural (dynamic) efficiencies of Turkey and 26 European Union (EU) countries between the years 1992-2006 using the Dynamic Data Envelopment Analysis approach which allows to model intertemopral behaviours of decision makers. Our results show that more developed countries in the European Union have also higher overall dynamic efficiencies. For the study period, the overall dynamic efficiency score for Turkey is found as 0.520. In contrast with the most of the European Union countries, the static factors play more dominant role for the inefficiency of the agriculture sector in Turkey.

AB ÜLKELERİ KARŞISINDA TÜRK TARIMININ REKABET GÜCÜ: DİNAMİK VERİ ZARFLAMA ANALİZİ

ÖZET

Tarım sektöründe gerçekleştirilecek verimlilik artışı özellikle gelişmekte olan ülkeler için sürdürülebilir bir ekonomik büyümenin temel kaynağı olarak gösterilmektedir. Sürdürülebilir büyümenin sağlanabilmesi için kaynakların optimal düzeyde dağıtılması ve maksimum verimin elde edilmesi gerekmektedir. Bu çalışmada Türkiye ve 26 Avrupa Birliği üyesi ülkelerin tarımsal etkinlik düzeyleri 1992-2006 dönemini için ölçülmektedir. Uzun dönem etkinlik düzeylerinin ölçülmesinde ekonomik karar birimlerinin dönemlerarası davranışlarının modellenmesine olanak veren Dinamik Veri Zarflama Analizi Yaklaşımı kullanılmıştır. Çalışma bulgularına göre Avrupa Birliği içinde gelişmiş ülkelerin dinamik etkinlik skorları diğer ülkelere göre daha yüksek düzeylerdedir. Türkiye’nin dinamik etkinlik skoru ise 0.520 olarak ölçülmüştür. Çoğu Avrupa Birliği üyesi ülkelerin aksine Türkiye tarımında genel etkinsizliğin kaynağı olarak statik faktörlerin daha dominant olduğu görülmüştür.
