Öz

The third way aims to establish a balance between left and right politics. It rejects classical statist left-wing politics taking into account the liberal right policies. The basic principles of the third way are listed in the form of emphasis on the market economy, democratization, a strong civil society, social investment state and devolution to the local governments. The third way policies move from the downsizing government philosophy of the new public management. Thus contractualism applications have been extended in the public administration. The purchaser-provider split is adopted in the public sector. Quasi market style measures also have been taken in the fields of education and health. Privatization policies have aimed to prevent inefficiencies in the public sector. Central government’s strategic capacity has been strengthened with decentralization applications. Social safety net has been narrowed through social security measures and individuals have been more directed to the working life. With the reforms; it is desired to ensure increasing the quality of public services and citizen satisfaction. This study aims to demonstrate the effect of the new public management on the third way policies. In this context, reforms at the central level, marketization and performance management applications, decentralization policies and the social security measures are discussed. As a result of these reforms have been a move away from the concept of the social welfare state and public spending are reduced

ÜÇÜNCÜ YOL POLİTİKALARINDA YENİ KAMU YÖNETİMİNİN İZLERİ

Öz

Üçüncü yol sağ ve sol politikalar arasında bir denge kurmayı amaçlamaktadır. Klasik devletçi sol politikaları liberal sağın tezlerini dikkate alarak reddetmektedir. Üçüncü yolun temel ilkeleri piyasa ekonomisine vurgu, demokratikleşme, güçlü bir sivil toplum, sosyal yatırım devleti, yerel yönetimlere yetki devri şeklinde sıralanmaktadır. Üçüncü yol politikalarında yeni kamu yönetiminin devletin hacmini küçültme felsefesinden hareket etmektedir. Böylece kamu yönetiminde sözleşmecilik uygulamaları yaygınlaştırılmıştır. Hizmeti üreten-sunan ayrımı benimsenmiştir. Eğitim ve sağlık alanında yarı piyasa tarzı tedbirler alınmıştır. Özelleştirme politikaları kamuda verimsizliğin önlenmesini amaçlamıştır. Yerelleşme uygulamalarıyla merkezi yönetimin stratejik kapasitesi güçlendirilmiştir. Sosyal güvenlik tedbirleriyle sosyal güvenlik ağı daraltılmıştır ve bireyler çalışma yaşamına yönlendirilmiştir. Gerçekleştirilen reformlarla kamu hizmetlerinde niteliğin artması ve vatandaş memnuniyetinin sağlanması arzulanmıştır. Bu çalışma yeni kamu yönetiminin üçüncü yol politikaları üzerindeki etkisini ortaya koymayı amaçlamaktadır
