Öz

Technology, transforms public organizations and the methods of doing business along with the social life. Electronic document management system (e-DMS) that the example of this situation has been started to apply inside the institutions by June 2013 in the Council of Higher Education. The objective of this study is to determine the employee's perception aimed at the acceptance of the application of e-DMS started in the Council of Higher Education.The research data was gathered through 106 employees working in different positions. It has been found a significant positive relationship among the variables of self-efficacy, facilitating conditions, social influence and perceived usefulness, ease of use, behavioral intention, but for the anxiety. It is possible to remark that the perceived usefulness and the ease of use have positive effects on the behavioral intention, accordingly

Öz

Teknoloji, toplumsal hayatla birlikte kamu kurumlarını ve bu kurumlardaki iş yapma yöntemlerini de dönüştürmektedir. Bu durumun bir örneği olan elektronik belge yönetim sistemi (e-BYS,)Yükseköğretim Kurulu’nda Haziran 2013 tarihi itibariyle kurum içi uygulamalar şeklinde başlatılmıştır. Araştırmanın amacı, Yükseköğretim Kurulu’nda başlatılan e-BYS uygulamalarının kurumun çalışanları tarafından kabulüne yönelik algılamaları ölçmektir. Araştırma verileri farklı düzeylerde görev yapan 106 çalışandan toplanmıştır. Araştırma sonunda özyeterlik, kolaylaştırıcı koşullar ve sosyal etki değişkenlerinin algılanan faydayı, algılanan kullanım kolaylığını ve kullanım niyetini olumlu yönde, kaygının ise olumsuz yönde etkilediği görülmüştür. Benzer şekilde algılanan fayda ve algılanan kullanım kolaylığının kullanım niyeti üzerinde olumlu etkisi olduğu söylenebilir
