1939 SOVIET UNION ARMY THROUGH THE EYES OF KLIMENT YEFREMOVICH VOROSHILOV: PERSONNEL, MILITARY TRAINING, AND MILITARY AVIATION

Abstract

This article is about the speech of Kliment Yefremovich Voroshilov at the 18th Congress of the Communist Party held on March 10-21, 1939, including the reforms in the USSR army from 1934 to 1939, the state of the army at that time, his views on military aviation and military training, and Voroshilov's comparisons between 1934-1939; It is related to the archive document showing that the details of this speech made by the Moscow Embassy of the Republic of Turkey were notified to the Ministry of Foreign Affairs of the Republic of Turkey and Erkan-ı Harbiye.
In this study, the relationship between the archive document and Voroshilov's speech at the congress was examined. It was also noted that the embassy in Moscow reported this speech to Turkey very quickly. By translating the relevant parts of the speech, the highlights of the Soviet military aviation in Voroshilov’s speech were presented to the researchers. This study also reveals how the atmosphere before the Second World War was viewed by the Soviets through the eyes of a senior Soviet soldier.
Although it is stated in the archive document that Voroshilov only gave a speech on military aviation, contrary to what is stated in the document, Voroshilov did not make a speech limited to aviation; It has been determined that he made a wide-ranging speech on the army-politics relationship, along with various other topics, especially the number and quality of the personnel and equipment of the Soviet army in 1939, the personnel, social and financial rights of the personnel, and the comparison of military schools and trainings compared to 1934.
The main sources of the article are the document dated March 21, 1939, which we have identified in the Ministry of Foreign Affairs of the Republic of Türkiye, Turkish Diplomatic Archive and signed by the Moscow Ambassador Zekai Apaydın, which begins with the sentence “I am presenting the details below, which will serve as a source of disclosure in Voroşilof's speech about the Soviet military aviation” and “The Land of Socialism Today and Tomorrow”, published in English by the Foreign Languages Publishing House, the foreign language publishing center of the Soviets, in Moscow in 1939, in which all the speeches made at the 18th Congress of the Communist Party were published.

KLİMENT YEFREMOVİÇ VOROŞİLOV’UN GÖZÜNDEN 1939 YILI SSCB ORDUSU: PERSONEL, ASKERİ EĞİTİM VE ASKERİ HAVACILIK

Abstract

Bu makale, Kliment Yefremoviç Voroşilov’un, 10-21 Mart 1939 tarihinde gerçekleştirilen Komünist Parti 18. Kongresi’nde, 1934’ten 1939’a kadar Sovyet Sosyalist Cumhuriyetler Birliği (SSCB) ordusunda yapılan reformlar, ordunun o günkü durumu, askeri havacılığı ve askeri eğitimine dair görüş ve Voroşilov’un 1934-1939 yılları arasına dair mukayeselerini ihtiva eden konuşması; bu konuşmaya dair Türkiye Cumhuriyeti Moskova Büyükelçiliği tarafından yapılmış tafsilatın, Türkiye Cumhuriyeti Hariciye Vekaleti ve Erkan-ı Harbiyesi’ne bildirilmesini gösteren arşiv belgesi ile ilgilidir.
Çalışmada, arşiv belgesiyle Voroşilov’un kongredeki konuşmasının birbiriyle olan ilişkisi incelenmiştir. Ayrıca Moskova’daki büyükelçiliğin bu konuşmayı Türkiye’ye çok hızlı bir şekilde bildirmesine dikkat çekilmiştir. Konuşmanın ilgili kısımlarının Türkçe’ye tercümesi yapılarak, Voroşilov’un konuşmasının içerisindeki Sovyet askeri havacılığına dair öne çıkan hususlar konuyla ilgilenen araştırmacıların istifadesine sunulmuştur. Bu çalışma aynı zamanda II. Dünya Savaşı öncesi atmosferin Sovyetlerce nasıl göründüğünü de üst düzey bir Sovyet askerinin gözünden ortaya koymaktadır.
Arşiv belgesinde Voroşilov’un sadece askeri havacılığa dair bir konuşma yaptığı belirtilse de yapılan incelemede belgede belirtildiğinin aksine Voroşilov’un, sadece havacılık ile kısıtlı bir konuşma yapmadığı; ordu-siyaset ilişkisinden çeşitli diğer konularla beraber özellikle Sovyet ordusunun 1939’daki personel ve teçhizatının sayısı ve niteliği, personelin özlük, sosyal ve mali hakları ile askeri okul ve eğitimlerin 1934’e göre kıyaslamasına kadar geniş kapsamlı bir konuşma yaptığı tespit edilmiştir.
Makalenin temel kaynaklarını, Türkiye Cumhuriyeti Dışişleri Bakanlığı, Türk Diplomatik Arşivinde tespit ettiğimiz ve Moskova Büyükelçisi Zekai Apaydın imzalı “Sovyet askerî tayyareciliği hakkında Voroşilof’un nutkunda münderiç malumatı tenvire medar olacak tafsilatı aşağıda arzediyorum” cümlesiyle başlayan 21 Mart 1939 tarihli belge ve Komünist Parti 18. Kongresi’nde yapılmış tüm konuşmaların yayınlandığı, 1939 senesinde Moskova’da, Sovyetlerin yabancı dilde yayın merkezi olan Foreign Languages Publishing House tarafından İngilizce basılan The Land Of Socialism Today and Tomorrow adlı kitap teşkil etmiştir
