THE EFFECTS OF THE FEBRUARY 6, 2023 EARTHQUAKES ON FOREİGN TRADE: A STUDY OF 11 PROVINCES

Abstract

This study aims to analyze the effects of the February 6, 2023, earthquakes in Türkiye on import/export through 11 provinces where the natural disaster caused severe damage. The study differs from the literature by conducting a specific analysis of the provinces affected by the earthquake, examining a current event, and evaluating the reasons for changes in the foreign trade of provinces after the earthquake. It addresses both the relationship between natural disasters and international trade generally and the relationship between earthquakes and foreign trade in Türkiye specifically. Post-quake foreign trade data for the cities in question are analyzed in a comparative and sector-specific manner during the first six shock months following the earthquake when the effects are most severe. Qualitative research methods were used in the study, which was prepared by examining the Ministry of Internal Affairs, Disaster and Emergency Management Presidency (AFAD), State Planning Organization (DPT), Turkish Exporters' Assembly (TİM), and Turkish Statistical Institute’s (TURKSTAT) datasets. As a result, all 11 provinces experienced a significant decline in export data for February except for Diyarbakır. Moreover, when examining the import data, nine provinces—aside from Adıyaman and Diyarbakir—saw a notable decline. Compared to the January-August period of the previous year, a dramatic contraction in the total exports and imports of 11 provinces reveals the short-term effects of the earthquake.

6 ŞUBAT 2023 KAHRAMANMARAŞ DEPREMLERİNİN DIŞ TİCARET ÜZERİNDEKİ ETKİLERİ: 11 İL ÖRNEĞİ

Abstract

Bu çalışmanın amacı, 6 Şubat 2023 tarihinde Kahramanmaraş’ta meydana gelen depremlerin Türkiye’nin ithalat/ihracatı üzerindeki etkilerini ciddi zarar gören 11 il üzerinden analiz etmektir. Çalışma, depremden etkilenen iller özelinde bir analiz yapması, aktüel bir olaya eğilmesi ve deprem sonrasında illerin dış ticaretinde meydana gelen değişimlerin sebeplerine ilişkin değerlendirme yapmasıyla literatürden ayrılmaktadır. Çalışmada hem doğal afet-dış ticaret ilişkisi genel manasıyla hem de depremlerin dış ticaret üzerindeki etkileri Türkiye özelinde birlikte ele alınmaktadır. Türkiye üzerine yapılan analiz, depremlerin etkilerinin yoğun olarak hissedildiği ilk 6 aylık şok periyodunu kapsamaktadır. Bu dönemde 11 ilin depremler sonrasındaki dış ticaret verileri karşılaştırmalı olarak ve sektör bazında incelenmektedir. Çalışmanın verileri İçişleri Bakanlığı Afet ve Acil Durum Yönetimi Başkanlığı (AFAD), Devlet Planlama Teşkilatı (DPT), Türkiye İhracatçılar Meclisi (TİM) raporları ve Türkiye İstatistik Kurumunun (TÜİK) veri setlerinden derlenmiş ve çalışmada nitel araştırma yöntemleri benimsemiştir. İncelenen 11 ilin şubat ayı ihracat rakamlarında Diyarbakır hariç diğer bütün illerde sert düşüş yaşandığı; Adıyaman ve Diyarbakır illeri haricindeki diğer 9 ilde de ithalat rakamlarının radikal biçimde düştüğü tespit edilmiştir. Bir önceki yılın ocak-ağustos dönemi ile karşılaştırıldığında 11 ilin toplam ihracat ve ithalatında dramatik bir daralma yaşandığının tespit edilmesi de depremin kısa vadedeki etkilerini ortaya koymaktadır.
