Kapsayıcı Bir Kent Hakkı Anlayışı için Feminist Bir Eleştiri

Abstract

Bu çalışma kent hakkına yönelik çalışmaların kapsayıcılık iddiasının feminist bir perspektifle eleştirel bir değerlendirmesini sunmaktadır. Henri Lefebvre’in kapitalizm ve liberal temsili demokrasi eleştirisi üzerine temellendirdiği kent hakkı kavramına olan ilgi her geçen gün artmaktadır. Bu ilgiye paralel olarak son yirmi yılda gerek uluslararası gerekse Türkçe literatürde feminist kent hakkı çalışmaları yaygınlık kazanmıştır. Kavramla doğrudan etkileşim öncesinde ise feminist kent çalışmaları toplumsal cinsiyete dayalı eşitsizliklerin yarattığı ezilme ve dışlanma biçimlerini detaylı bir şekilde ortaya koymuş, bu konuda dikkate değer bir literatür birikmiştir. Bu çalışma tüm bu feminist literatüre rağmen kent hakkı konusunda ana tartışma hatlarını belirleyen çalışmalarda yoğunlukla kapitalizm ve sınıf ayrımlarına odaklanıldığını, toplumsal cinsiyetin kısmîleştirildiğini, feminist çalışmaların ise görmezden gelindiğini iddia etmektedir. Tarihsel ve güncel durumun analizine büyük oranda dâhil edilmeyen toplumsal cinsiyet eşitsizlikleri geleceğin tahayyülüne ise neredeyse yalnızca Henri Lefebvre’in farklılık hakkı etrafında toplumsal cinsiyete dair söyledikleriyle dâhil edilmektedir. Kent hakkı talebi feminist, ırkçılık karşıtı, vb. bilgi ve kavrayışları sistematik bir biçimde içermediği takdirde soyut ve genel bir söylem olarak tasarlanan özgürlük düzeyine hiçbir zaman ulaşamayacaktır.

A Feminist Critique for an Inclusive Understanding of the Right to the City

Abstract

This paper presents a critical feminist evaluation of the pretension of inclusivity of the right to the city literature. The right to the city concept of Henri Lefebvre, which is constructed on a critique of capitalism and liberal representative democracy, has become increasingly popular in recent decades. Parallel to such interest, there has been a growing feminist right to the city literature both in international and Turkish literature. Prior to taking a direct interest in the concept, feminist urban research has already exhibited the forms of gender-based inequality and exclusion in cities and urban life. Significant literature has been accumulated in that field. The paper argues that despite such critical feminist literature, studies on the right to the city mainly focus on capitalism and class-based distinctions, partialise gender-based inequalities and ignore feminist knowledge. Gender-based inequalities, which are not incorporated in the historical and contemporary analyses, are almost only added into the theoretical arguments on the future through Henri Lefebvre’s accounts of gender in his writings on the right to difference. The demand for the right to the city will not reach its ideal of freedom, designed at a general and abstract level, unless the literature systematically takes feminist, anti-racist, etc. knowledge into account.
