Abstract

Bu araştırmada, klasik dış politika analizine yeni bir bakış açısı kazandıran kamu diplomasisi ve yumuşak güç üzerine yoğunlaşılmıştır. Türk dış politikasında kamu diplomasisinin oynadığı rol, yumuşak güç ve kültürel diplomasi bağlamında Yunus Emre Enstitüleri üzerinden ele alınmıştır. Günümüzde küresel siyasette baskın olan kavramlar jeopolitik kodlar, güç merkezleri ve jeostratejik yönetim mekanizmaları, kamu diplomasisi, kültürel diplomasi ve yumuşak güç etrafında yeniden şekillenmektedir. Bu da devlet dışı aktörlerin devreye girmesi ile mümkün olmaktadır. Bu açıdan kamu diplomasisi, sivil toplumun ve sivil toplum kuruluşlarının sosyal ve siyasal sorumluluk projelerinde yer almasına imkân sağlamaktadır. Bu araştırmadaki temel gaye, Türkiye’nin son yıllarda artan kamu diplomasisi ve kültürel diplomasi siyasetinin ana felsefi yaklaşımını tartışmak, bununla birlikte kültürel diplomasisinin etkili araçlarından Yunus Emre Enstitülerinin bu politikadaki yerini görmeye çalışmaktır. Araştırmamızda genel itibarıyla Türk dış politikası, güç kavramı, kamu diplomasisi, yumuşak güç ve kültürel diplomasi kavramlarını kavramsal olarak ele alınmış, Yunus Emre Enstitülerinin faaliyetleri ile üstte sıralanan kavramlar arasındaki ilişki irdelenmiştir.

Cultural Diplomacy Practice in Turkish Foreign Policy: Activities of Yunus Emre Institutes towards Public Diplomacy

Abstract

This research focuses on public diplomacy and soft power, which gives a new perspective to classical foreign policy analysis. The role of public diplomacy in Turkish foreign policy is discussed in the context of soft power and cultural diplomacy through Yunus Emre Institutes. In today's modern era, the dominant concepts in global politics have been reshaped around geopolitical codes, power centers and geostrategic management mechanisms, public diplomacy, cultural diplomacy and soft power. This is possible with the involvement of non-state actors. In this respect, public diplomacy enables civil society and non-governmental organizations to take part in social and political responsibility projects. The main purpose of this research is to discuss the main philosophical approach of Türkiye’s public diplomacy and cultural diplomacy policy, which has grown in recent years, and to try to understand the role of Yunus Emre Institutes, one of the effective tools of cultural diplomacy, in this policy. In our research, the concepts of Turkish foreign policy, power, public diplomacy, soft power and cultural diplomacy have been conceptually discussed, and the relationship between the activities of Yunus Emre Institutes and the above-listed concepts has been examined.
