Öz

The G-20 which was established in 1999 is now regarded as an initiative which is operating in the international arena. The most significant reasons which are highlighted to make G-20 as a preeminent actor are its role in the global economy and trade, the size of its population, and bringing countries together from different continents under the same roof. Thus, advanced countries and emerging market economies come together around the same discussion table to solve the global problems. Meetings were held each year in the forming years with the Finance Ministers and Central Bank Governors within the context of the economy and fiscal subjects have being organized at Leader’s level due to the huge dimensions of the global economic crises since 2008. The leaders have gathered two times during the times crises deepened. G-20 which was formed to deal with the global issues gives rise to show of strength at times among member countries too. This situation makes things complicated to develop shared views. While solution proposals against the problems on the agenda were superficial in the first years of Leaders Summit, it is seen today that more detailed analysis are done, strategies and action plans are developed and goals for future are more concretized

G-20, KÜRESEL SORUNLARI ÇÖZECEK BİR AKTÖR MÜDÜR?

Öz

1999 yılında kurulan G-20, günümüzde uluslararası arenada faaliyet gösteren en önemli oluşumlardan biri olarak değerlendirilmektedir.

G-20’yi temel aktör olarak öne çıkaran en önemli nedenler, küresel ekonomideki ve ticaretteki rolü, nüfusunun büyüklüğü ve coğrafi olarak bütün kıtalardan ülkeleri aynı çatı altında toplamasıdır. G-20 ile gelişmiş ekonomiler ve yükselen piyasa ekonomileri küresel sorunların çözümünde aynı müzakere masasının etrafında yer almaktadır.

Kuruluş yıllarında ekonomik ve finansal konular etrafında üye ülkelerin Maliye Bakanları ve Merkez Bankası Başkanları ile yılda bir kez gerçekleştirilen toplantılar, küresel krizin büyüklüğü nedeniyle 2008 yılından itibaren liderler düzeyinde yıllık olarak düzenlenmiştir. Hatta krizin yoğun olarak hissedildiği dönemlerde yılda iki kez toplanmıştır.

Küresel sorunlara çözüm bulmak için oluşturulan G-20, zaman zaman üye ülkeler arasında güç gösterisine de neden olmaktadır. Bu yaklaşım ise sorunların çözümüne ortak bakış açısının geliştirilmesini güçleştirmektedir.

G-20 Liderler Zirvesinin ilk dönemlerinde gündeme getirilen konulara ilişkin çözüm önerileri yüzeysel boyutta kalırken, günümüzde gündem başlıklarına ilişkin daha ayrıntılı analizlerin yapıldığı, stratejilerin ve eylem planlarının geliştirildiği ve geleceğe dönük olarak hedeflerin somutlaştırıldığı görülmektedir.
