Öz

Siyasa yapımı, yakın dönemdeki Türk Kamu Yönetimi yazınında yeni çalışılmaya başlanılan alt dallardan biri olarak, Türkiye’deki son on yılın toplumsal, siyasi ve ekonomik dönüşümünü somut olarak aksettirmektedir. Diğer bir yandan, modernite ve post modernite tartışmalarında siyasa yapımı yeniden şekillenmekte ve kamu yönetimi reform hareketine koşut olarak yeniden kurgulanmakta ve şekillendirilmektedir. Çalışmamız genel anlamda modernist siyasa süreçlerinden postmodernist kamu politika yapımına geçişi ve yeni kurgulamaları konumlandırmaya ve anlamaya çalışmaktadır. Bu bağlamda, çağdaş siyasa ve iletişim bilimleri kuramlarının teorik araçlarıyla, 2002 sonrası Türk Kamu Yönetimindeki yeniden yapılanma süreçlerindeki kimlik tabanlı siyasa yapımı uygulamalarını demokratikleşme ve toplumsal muhalefet bakımından değerlendirecektir. Sonuç olarak, ortaya çıkan yeni siyasa oluşturulma ve uygulama aşamalarındaki gelişmeler kimlik tabanlı siyasa yapımı bakımından değerlendirilecek olup, çağdaş Türk kamu yönetimindeki siyasa oluşumu ve uygulamalarındaki gelişmeler kültürel yurttaşlık ve sivil anayasa tartışmaları genelinde irdelenecektir
