Publication Ethics Code of Conduct

İstanbul 29 Mayıs University Journal of the Faculty of Letters is a national, peer-reviewed academic journal published biannually in January and July. It adheres to national standards regarding research and publication ethics. The journal complies with the Press Law, the Intellectual and Artistic Works Law, and the Directive on Scientific Research and Publication Ethics of Higher Education Institutions. The Istanbul 29 Mayıs University Journal of the Faculty of Letters also adopts the International Principles of Ethical Publishing published by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), and the Open Access Scholarly Publishers Association (OASPA).

Responsibilities of Stakeholders
All parties involved in the publication process are required to comply with the principles of scholarly research and publication ethics.

Responsibilities of Editors
• Editors evaluate submitted manuscripts impartially, taking into account their relevance to the journal’s scope, as well as the significance and originality of the work. They ensure that published articles contribute to readers, researchers, practitioners, and the academic field, and that they possess originality.
• The relationship between editors, the publisher, and the journal owner is based on the principle of editorial independence.
• Editors do not share information regarding a submitted manuscript with anyone other than the corresponding author, peer reviewers, and the editorial board.
• Editors must not have conflicts of interest with respect to accepted or rejected manuscripts.
• Editors ensure that all manuscripts accepted for publication are reviewed by at least two reviewers who are experts in the relevant field.
• Editors have the authority and responsibility to accept or reject submitted manuscripts, and they are expected to exercise this authority in a timely and appropriate manner.
• Editors organize regular meetings with the Editorial Board to discuss publication policies and the development of the journal.

Responsibilities of Authors
• The authors of a submitted manuscript are responsible for all ideas and opinions expressed in the work.
• Authors must not engage in plagiarism or fabricate data, and the manuscript’s footnotes and reference list must be complete. For detailed information, see the Author Guidelines.
• Authors should retain the raw data of their research and provide it to the editors for review upon request.
• All individuals who have made a substantive and active contribution to the research must be listed as authors.
• Individuals who have not contributed substantially to the research should not be included as authors.
• Any possible conflicts of interest must be disclosed as early as possible (generally at the time of manuscript submission, by submitting a disclosure form and including a statement in the manuscript itself).
• All authors are required to make editorial corrections as requested.

Responsibilities of Reviewers
• Reviewers must conduct their evaluations impartially.
• Reviewers must not have any conflicts of interest with the research, the authors, or the funding sources of the study.
• Reviewers are expected to provide more than a simple “accept” or “reject” response; they should detail any negative evaluations and provide justifications. For more information, see the Reviewer Guidelines.
• Reviewers are expected to focus solely on the content of the manuscript. They must avoid using language that could harm the reputation or personal rights of the author(s).
• Reviewers should identify any published works relevant to the research that have not been cited in the manuscript.
• Reviewers must maintain the confidentiality of the manuscripts they evaluate.

Duplicate Publication
Duplicate publication refers to the publication of the same or substantially similar article in more than one journal. The editor will return such a manuscript without review. Subsequently, the editor may impose a temporary embargo on the author attempting duplicate submission, may publicly disclose the situation in coordination with the editor of the journal that originally published the article, or may apply all of these measures together.
If the article is derived from academic work (e.g., a Master’s or Doctoral thesis, or from a scientific conference), this must be clearly indicated.

Simultaneous Submission to Multiple Journals
Authors may not submit the same article to more than one journal at the same time. If the editor becomes aware of a possible simultaneous submission at the beginning of the review process, the manuscript may be returned without review. If such a case is detected during the review process, the editor may reject the manuscript without considering the reviews, or may make this decision in consultation with the other editor(s) involved, and may decide not to accept submissions from the author(s) for a specified period. The editor may also inform the authors’ employer(s) or implement all of these measures together.

Plagiarism Prevention and Screening
Plagiarism is the presentation, in whole or in part, of others’ ideas, methods, data, practices, writings, figures, or works as one’s own without proper attribution according to academic conventions.
The Istanbul 29 Mayıs University Journal of the Faculty of Letters screens all submitted manuscripts using Turnitin to prevent plagiarism. A similarity index of less than 25% is expected. However, the primary measure is whether the author has correctly applied citation and quotation rules. Even if the similarity index appears as low as 1%, plagiarism may still be considered if citations and quotations are improperly formatted. Therefore, authors must be fully aware of and rigorously apply proper citation and quotation standards.

Plagiarism Action Plan
Plagiarism, duplication, fraudulent authorship/denied authorship, research/data fabrication, article slicing (purposefully seperating a research into parts for seperate publication), segmented publication, copyright infringement, and failure to disclose conflicts of interest are considered unethical behaviors. In the event of suspected plagiarism in a submitted or published manuscript;
1. The work is first examined by the journal’s Editor-in-Chief and subsequently by the Editorial Board.
2. The journal contacts the author within one week to request an explanation.
3. If no response is received from the author within the specified period, the author’s affiliated institution may be contacted to request an investigation of the allegation.
4. Despite all preventive measures, if the manuscript is confirmed to contain plagiarism, the following serious actions will be taken against the author(s):
a. The journal will immediately contact the author’s affiliated institution to take definitive action regarding the author.
b.The journal will remove the PDF of the published article from its website and disable all links to the full text. The phrase “Plagiarized Article” will be added to the title of the published article.
c. The journal will deactivate the author’s account and reject all future submissions from the author for a period of five years.

Fabrication and falsification
Fabrication and falsification refers to the fabrication of data not based on actual research, falsification of research records and obtained data, presenting methods, instruments, or materials as used in the study when they were not, excluding data that do not support the research hypothesis, presenting a study that was not conducted as if it were conducted, or manipulating or shaping research results to serve certain interests. Allegations of fraud are handled by the journal’s Editorial Board.

Ethical Violation Notifications
Readers may report significant errors, inaccuracies, or any suspected violations of research and publication ethics in articles published in the Istanbul 29 Mayıs University Journal of the Faculty of Letters by contacting edebiyatdergisi@29mayis.edu.tr. Such notifications are welcomed as they contribute to the development and quality of the journal, and responses are provided promptly and constructively.

Corrections, Retractions, and Expressions of Concern
If minor errors are identified in a published article that do not affect the findings, interpretations, or conclusions, the editors may consider publishing a correction. In cases of major errors or violations that invalidate the findings or conclusions, the editors should consider retracting the article. If there is a possibility of research or publication misconduct by the authors, and evidence suggests that the findings are unreliable, that the authors’ institutions have not investigated the matter, or that any investigation is likely to be unjust or inconclusive, the editors may consider issuing an expression of concern. All corrections, retractions, or expressions of concern are handled in accordance with COPE guidelines.

Ethics Committee Approval
Our journal requires that all studies in disciplines where ethics committee approval is necessary obtain the relevant ethics committee decision. Information regarding the ethics committee approval (including the name of the committee, date, and decision number) must be clearly stated in the manuscript.
In accordance with the regulations implemented by Ulakbim TR Index since 2020, studies lacking ethics committee approval will not be considered for review by our journal.


Research Requiring Ethics Committee Approval
In our journal, research requiring ethics committee approval includes the following studies:

• All studies conducted using qualitative or quantitative methods that involve collecting data from participants through surveys, interviews, focus groups, observations, or similar techniques,
• Retrospective studies conducted within the framework of the Personal Data Protection Law (KVKK).
• For such studies to be considered for review, the relevant ethics committee approvals must have been obtained, and this information must be clearly stated in the manuscript.

Use of Artificial Intelligence

The use of artificial intelligence (AI) in manuscripts submitted to our journal is acceptable for processes that do not affect the originality of the article, such as literature review or language editing. However, AI must be used in accordance with ethical guidelines and must never be employed for unethical purposes, such as generating fabricated data or manipulating results.

For manuscripts involving the use of AI, authors are required to disclose this information at the time of submission. All responsibility for the use of AI rests with the authors. For more detailed information, see the Artificial Intelligence (AI) Policy.

Editorial Confidentiality Obligation

Editors of the Istanbul 29 Mayıs University Journal of the Faculty of Letters treat all submitted manuscripts as confidential documents. Information about a manuscript is not disclosed to anyone without the authors’ permission. During the review process, the manuscript may be accessed by Editors, Peer Reviewers, and members of the Editorial Board. The only circumstance in which details about a manuscript may be shared with a third party without the authors’ consent is if the editor suspects serious research misconduct.

Allegations or Suspicions of Research and Scientific Misconduct
İstanbul 29 Mayıs University Journal of the Faculty of Letters adheres to the COPE Ethics Toolkit for a Successful Editorial Office. Journal editors will take measures to prevent the publication of manuscripts in which plagiarism, citation manipulation, data falsification, data fabrication, or other forms of research misconduct have occurred. Under no circumstances will editors knowingly allow such misconduct to take place. Editors of the journal will follow COPE guidelines if they become aware of any allegations of research misconduct related to a manuscript published in the journal. This responsibility applies to both published and unpublished manuscripts. Peer reviewers should also report any suspected research or publication misconduct to the editor.
The Istanbul 29 Mayıs University Journal of the Faculty of Letters is committed to following COPE flowcharts when handling allegations of misconduct in the following or similar areas.

Complaint Procedure
Complaints should be submitted directly to edebiyatdergisi@29mayis.edu.tr. Complaints are addressed promptly, courteously, and constructively. The editor follows the procedures outlined in the COPE flowcharts for handling complaints.

Appeal Process
In the event of serious objections to evaluations made by editors or peer reviewers, the objection should be submitted to edebiyatdergisi@29mayis.edu.tr. If the review of the appeal determines that the author’s concerns are valid, the editor may request that the author submit a revised version of the manuscript. To ensure a thorough review, it is important that the appeal letter includes as much detail and supporting evidence as possible. Only one appeal per manuscript will be considered.

Conflicts of Interest
A conflict of interest arises when professional judgment regarding a primary interest may be influenced by a secondary interest, such as financial gain or personal competition. To ensure the best possible decision regarding a manuscript, authors’ competing interests must be disclosed, and readers should be informed of these interests if the article is published.
İIstanbul 29 Mayıs University Journal of the Faculty of Letters ensures that the publication process is conducted independently and impartially, taking into account potential conflicts of interest among authors, peer reviewers, and other editors. In multi-author manuscripts, a statement of contribution, as well as any acknowledgments of funding and conflicts of interest, should be included at the end of the manuscript after the peer review process is completed.

Publication Policy

1. İstanbul 29 Mayıs University Journal of the Faculty of Letters is a national, peer-reviewed academic journal published two (2) times annualy, in January and July.
2. The journal’s publication languages are Turkish and English. The Editorial Board decides on the publication of scientific studies in other languages.
3. For translated manuscripts to be considered, a document confirming permission from the author and/or publisher must be uploaded to the system as a “Permission Certificate.” Additionally, a copy of the original text must be submitted electronically.
4. Manuscripts submitted without adherence to the journal’s writing guidelines are returned to the author for correction before entering the review process.
5. İstanbul 29 Mayıs University Journal of the Faculty of Letters implements a double-blind peer review system. Manuscripts receiving positive reports from two reviewers are accepted for publication. If one report is positive and the other negative, the manuscript is sent to a third reviewer. For more information, see the Reviewer Guidelines and the Article Evaluation Process.
6. Reviewer reports are confidential; therefore, reviewer information is not included in the journal’s masthead.
7. A maximum of one article per author is published in each issue. The same author cannot publish another article in the journal within two years of their previous publication.

9. Articles published in the journal are openly accessible under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) license. 10. Articles published in the journal are digitally archived in LOCKSS. For more information, see the Archiving Policy.
11. Manuscripts submitted to the journal must adhere to language rules (spelling, punctuation, clarity, readability, etc.). Authors are fully responsible for any issues or criticisms arising from language use. For detailed writing guidelines, see the Writing Guidelines.
12. All policies and procedures of the Istanbul 29 Mayıs University Journal of the Faculty of Letters are determined by the Editorial Board. The Editorial Board has the authority to make decisions on matters not explicitly stated in these policies.
13. The Istanbul 29 Mayıs University Journal of the Faculty of Letters reserves the right to accept or reject submitted manuscripts and, when necessary, to request revisions. The legal responsibility for any published article rests with the author and does not bind the journal. By submitting a manuscript, authors are considered to have accepted these principles. Manuscripts that do not comply with these policies will not be considered for review.
