The Strategic Position of the Middle East in the European Union Security Strategy

Abstract

This study examines the strategic position of the Middle East in the EU defense and security policy, which underwent architectural changes geographically and
geopolitically after the Cold War. This research tries to categorize the EU's relations with the Middle Eastern countries at the institutional level. In addition, the position of Middle Eastern countries in the EU defense policy has been tried to be determined by geographical location, security documents, foreign aid, defense trade,
technology transfer (defense industry collaborations), and defense and EU energy security/dependency parameters. While evaluating the strategic and economic
partnerships of the EU countries in the Middle East, it will be tried to determine which Middle Eastern states are included in the security atmosphere of the EU and
which are excluded.

AVRUPA BİRLİĞİ GÜVENLİK STRATEJİSİNDE ORTADOĞU’NUN YERİ VE ÖNEMİ

Abstract

Bu çalışma Soğuk Savaş sonrasında coğrafi ve jeopolitik açıdan mimari değişiklikler geçiren AB savunma ve güvenlik politikasında, Ortadoğu’nun stratejik konumunu incelemektedir. Araştırmada AB’nin kurumsal düzeyde Ortadoğu ülkeleriyle kurduğu ilişkileri kategorize etmeye çalışmaktadır. Bununla birlikte Ortadoğu ülkelerinin AB savunma politikasında nasıl bir noktada olduğu coğrafi konum, güvenlik dokümanlarında yer alma, dış yardımlar, savunma ticareti, teknoloji transferi (savunma sanayii işbirlikleri), savunma ve AB enerji güvenliği/bağımlılığı parametreleri ile belirlenmeye çalışılmıştır. Bölge devletlerinin bu parametrelerden hangilerine aynı anda sahip olduğu ve bu benzerliklerin ne gibi sonuçlara yol açtığı da ortaya çıkarılmaya çalışılacaktır. AB ülkelerinin Ortadoğu’da stratejik ve ekonomik ortaklıkları ayrı değerlendirilirken AB’nin güvenlik atmosferine hangi Ortadoğulu devletlerin dâhil edilip hangilerinin dışarıda bırakıldığı tespit edilmeye çalışılacaktır.
