In this context, problem investigation methods: site observations, examinations of local dynamics, statistical data analysis of government and literature reviews. After evaluating the problems, to improve life quality and resiliency of cities, the proposals involve matrix-based tables and 2D&3D drawings. Consequently, this study aims to be a start of “Decade of Action” which can be adapted to different cities in future researches.
