Abstract
Yönetici seçimi örgütlerde hayati öneme sahip bir süreçtir. Çünkü yönetici aynı zamanda örgütlerde liderlik vasfını da üstlenmektedir. Lider ise örgütü ileriye taşıyacak, örgütün üstlenmiş olduğu misyonun en iyi şekilde yerine getirilmesini sağlayacak kişidir. Yöneticilik gibi böylesi kritik görevlere kamu örgüt çalışanlarının seçilmesi her zaman sorun teşkil etmiştir. Özellikle son zamanlarda yöneticilerin görevlendirme usulü ile göreve getirilmeleri meritokrasi ihlallerine, bu ihlaller de hafi liderlerin ortaya çıkmasına neden olmaktadır. Hafi lider, örgüt içinden veya örgüt dışından, yöneticinin karar verme sürecinde etkisi olan kişidir. Hafi liderin yönetici üzerindeki etki gücü bazen yöneticiyi işgal ettiği makama getirdiği için bazense yöneticinin yönetim ve liderlik özelliği taşımamasından kaynaklanabilir. Bu çalışmada liderlik özelliği taşımayan yöneticilerin informal yönetilmesini ifade eden hafi liderliğin tanımı oluşturulmaya çalışılmıştır.

Abstract
The choosing of administrators is a vital process because administrators undertake the leadership role in
organizations. Leader is the person who will carry the organization one step further and make it fulfil its mission
in the best way. The choosing of administrators among public institution employees has always been a
problematic issue. Especially in the recent years, the promotion of organization via assignment method have
caused meritocracy violations and thus, those meritocracy violations have caused cryptic leaders to emerge.
Cryptic leader is the person -in or out of the organization- who has the impact on the administrators’
decision making process. The impact of the cryptic leader on the administrator is due to the fact that he is the one
to assign the administrator or the administrator does not bear the administrative skills.
This study attempts to form a definition of cryptic leadership which means affecting the administrators,
who do not have leadership skills..
