Abstract

Gelişmiş ülkelerin yüksek teknoloji kapasitesi ve bu alanda gösterilen çabaların yoğunluğu; bunları teknoloji
ihracatçısı konumuna getirirken, teknolojik açıdan yetersiz ve düşük kapasiteye sahip olan gelişmekte olan
ülkelerin ise, yüksek düzeyde ithal teknoloji bağımlılığı içerisinde oldukları görülmektedir.
Bu çalışmada 1980-2013 dönemi için Türkiye’deki yüksek teknoloji ithalatı, yurtiçi yatırım oranı, teknoloji
düzeyi ve beşeri sermayedeki değişmelerin, ekonomik büyüme üzerindeki etkileri ARDL sınır testi yaklaşımı
kullanılarak tahmin edilmiştir. Elde edilen tahmin sonuçları, Türkiye’nin ekonomik büyümesinde, yüksek
teknoloji ithalatı ile yurtiçi yatırıınlarınm önemli ve pozitif bir etkisinin olduğunu göstermektedir. Ayrıca
teknoloji düzeyi ve beşeri sermaye değişimlerinin ekonomik büyüme üzerinde pozitif ancak zayıf bir etkide
bulunduğu bulguları elde edilmiştir. Diğer taraftan yüksek teknoloji ithalatının yurtiçi yatırımlara göre ekonomik
büyüme üzerinde daha güçlü etkisinin olduğu sonucu elde edilmiştir. Bu çalışmada elde edilen bulgular, beşeri
sermaye ve teknoloji gelişimi ile desteklenen yüksek teknoloji ithalatının ekonomik büyümeyi sürdürülebilir bir
biçimde artırmak için etkili bir yol olduğunu ima etmektedir.

TECHNOLOGY IMPORT AND ECONOMIC SUSTAINABILITY IN TURKEY

Abstract

High technology capacity of developing countries and the concentration of efforts in this area by bringing them
to the technology exporter position, and developing countries with inadequate and low capacity in technological
terms, it is seen that in high level of imported technology addiction.
This study investigates the relationship between foreign high technology irnports, domestic investments,
technology level, human capital and economic growth in Turkey for the period 1980—2013 by using ARDL
bound test. The empirical results indicate that high technology import and domestic investment has signifıcant
and positive effect on economic growth of Turkey. In addition, human capital and technology level changes
positive but minor effects on economic growth. On the other hand, the effect of high technology import is higher
than the effect of domestic investment for enhancing economic growth. The findings in this paper implies that
imports of high technology is an effective way of facilitating sustainable economic growth by supported
development of human capital and technology.
