E-DEVLETİN BENİMSENMESİ: TEORİK MODELLER ÜZERİNE KAVRAMSAL BİR ÇERÇEVE

Abstract

Bilgi ve iletişim teknolojileri kamu yönetimleri açısından göz ardı edilmesi imkansız hale gelmiş, adapte olunabildiği ölçüde ise yönetimlere üstünlük sağlayıcı işlevi bulunan bir araç görünümündedir. Bu bağlamda, kamu yönetiminde teknoloji kullanımını ifade etmek adına kullanılan elektronik devlet (e-devlet) kavramının kullanımının giderek yaygınlaştığı görülmektedir. Öte yandan, e-devlet kaçınılmaz surette insan etkileşimini konu edinen/insan merkezci bir bakış açısıyla ele alınmak zorundadır. Bu ise e-devletin muhatapları tarafından benimsenmesi meselesini gündeme getirmektedir. Nitekim, son yıllarda e-devlet literatüründe e-devlete talep odaklı bir bakış açısını temsil eden e-devletin benimsenmesi çalışmalarında artış gözlenmektedir.
E-Devletin benimsenmesi literatüründe davranış bilimlerinde yer alan bir çok genel kabul/benimseme teori ve modellerine müracat edildiği gibi, hususi olarak teknoloji benimseme özel alanı için geliştirilmiş teori ve modellerden de yararlanıldığı görülmektedir. Anılan teori ve modellerin özellikle ampirik çalışmalarda ele alınması neticesinde e-devletin benimsenmesi üzerine etki eden faktörlerin neler olduğu belirlenmeye çalışılmaktadır. Bu bağlamda, çalışmanın amacı e-devletin benimsenmesi literatüründe yer alan teorik benimseme modellerini analitik bir bakış açısıyla ele almaktır. Bu sayede e-devletin benimsenmesiyle ilişkili olduğu düşünülen değişkenlerin neler olduğunu sağlıklı bir şekilde belirleyebilmek mümkün olacaktır.
