Abstract

Amaç: Cezaevlerinde meydana gelen ölümlerde, Minnesota Otopsi Protokolü’ne göre otopsi yapılması gerekmektedir. Bu çalışmada, cezaevinde yangın çıkması sonrasında ölen 13 olgunun otopsisi sunulmuş ve Minnesota Otopsi Protokolü’ne dikkat çekilmesi amaçlanmıştır. Olgular: Şanlıurfa Kapalı Ceza ve İnfaz Kurumu’nda meydana gelen yangın sonucunda ölen 13 olgunun otopsileri Minnesota Otopsi Protokolü’ne göre yapıldı. Yapılan otopsi, histopatolojik ve toksikolojik incelemeler sonucunda tüm olguların karbonmonoksit zehirlenmesi nedeniyle öldükleri saptandı. Olguların hiçbirinde işkence ve kötü muamele uygulandığına dair bulguya rastlanmadı. Sonuç: Cezaevi ölümleri gibi şaibeli ölümlerde Minnesota Otopsi Protokolü’nün uygulanması maddi gerçeğe ulaşmada son derece önem taşımaktadır. Böylece etkin soruşturmanın yapılmasına olanak sağlanmış olacaktır.

EVALUATION OF PRISON DEATH AUTOPSY ACCORDING TO MINNESOTA AUTOPSY PROTOCOL: 13 CASE REPORT

Abstract

Objective: Autopsy of death cases in prison should be performed according to the Minnesota autopsy protocol. This report aims to draw attention of professionals to the Minnesota Autopsy Protocol by presenting autopsies of 13 victims died due to a fire in a prison. Cases: Thirteen victims who died during a fire in Şanlıurfa prison were autopsied according to the Minnesota Autopsy Protocol. All deaths were attributed to the carbonmonoxide poisoning following complete autopsies, and histopathological and toxicological analyses. Torture and ill-treatment related findings were not observed in any of cases. Conclusion: Application of Minnesota Autopsy Protocol, especially for suspicious deaths such as those under custody and in prison, is of high importance in terms of achieving actual results. Therefore, implementation of an effective investigation would be provided.
