Analysis of the Young Unemployment in Turkey within the Scope of Hysteresis Hypothesis by Structural Breaks Test

Abstract

Today, due to increased competition among countries and technological developments, unemployment is one of the biggest problems of all countries. Regarding unemployment, countries are aiming to increase employment by running different policies at different times. In particular, the policies for eliminating unemployment after the crisis periods are not effective in reducing unemployment due to the rigidity of the labor market, they are included in the literature as the Hysteresis Effect. Because of the younger population's less experience than the elderly population and the companies seeking experienced staff, the Hysteresis effect is more effective on the young population. There are various studies on testing the existence of Hysteresis effect. However, the recent rise in unemployment rates in Turkey and an important place in the unemployment rates of the young population reveal that the Hysteresis effect needs to be re-evaluated. In this study, the validity of the Hysteresis hypothesis in Turkey was analyzed by the Structural Fractured Unit Root test method using the data of population unemployment rates of 15-24 ages period 2005M1-2017M2. The result of the tests made is that the Hysteresis hypothesis is valid in Turkey. The incentive policies made especially for young people in Turkey may not be enough for solving the problem of young unemployment because of Hysteresis effect alone.

Türkiye’de Genç İşsizliğinin, İşsizlik Histerisi Hipotezi Çerçevesinde Yapısal Kırılmalar Testi ile Analizi

Abstract

Günümüzde ülkeler arası rekabetin artması ve teknolojide yaşanan gelişmelerle birlikte işsizlik tüm ülkeler için en büyük problemlerden biri olmuştur. İşsizlik konusunda ülkeler çeşitli dönemlerde farklı politikalar yürüterek istihdamı artırmayı hedeflemektedirler. Özellikle kriz dönemlerinden sonra işsizliğin giderilmesi için yapılan politikaların, iş gücü piyasasının katı olması nedeniyle işsizliği azaltmada etkin olmaması, Histeri etkisi olarak literatürde yer almaktadır. Genç nüfusun yaşlı nüfusa göre deneyiminin az olması ve firmaların deneyimli eleman aramaları nedeniyle Histeri etkisi genç nüfus üzerinde daha etkili olmaktadır. Histeri etkisinin varlığının test edilmesi konusunda çeşitli çalışmalar mevcuttur ancak son dönemde Türkiye’de işsizlik oranlarının artması ve genç nüfusun işsizlik oranlarında önemli bir yer tutması, Histeri etkisinin tekrar değerlendirilmesi gerektiğini ortaya çıkarmaktadır. Bu çalışmada, Türkiye’de Histeri hipotezinin geçerliliği 2005M1-2017M2 dönemindeki, 15-24 yaş nüfusu işsizlik oranları verileri kullanılarak Yapısal Kırılmalı Birim Kök test yöntemi ile analiz edilmiştir. Elde edilen bulgulara göre Türkiye’de Histeri hipotezinin geçerli olduğu sonucuna ulaşılmıştır. Çalışmada veri olarak alınan yıllarda, Türkiye’de özellikle gençlere yönelik olarak uygulanan istihdam politikaları kapsamında verilen teşvikler olmasına rağmen Histeri etkisi nedeniyle genç işsizlik sorunsalının çözümünde tek başına yeterli olmayabileceği görülmüştür.
