KAMU YATIRIMLARININ GELİR DAĞILIMI ÜZERİNE ETKİSİ: DÜZEY 1 BÖLGELERİ İÇİN PANEL VERİ ANALİZİ

Öz

Bölgesel eşitsizliklerin giderilmesi, dengeli ve sürdürülebilir büyümenin sağlanmasında geliştirilen politika araçlarının en önemlileri arasında kamu yatırımları yer almaktadır. Özellikle az gelişmiş bölgelerde gelişmenin ve kalkınmanın gerçekleştirilebilmesi için öncelikle o bölgelere kamu yatırımlarının yapılması ve atıl üretim alanlarının harekete geçirilmesi gerekmektedir. Bu doğrultuda çalışmanın amacı Türkiye’nin Düzey 1 Bölgeleri için yapılan kamu yatırımlarının bu bölgelerin gelir dağılımı üzerindeki etkisinin ne olduğunu panel veri analizi yardımıyla incelemektir. Bu amaçla çalışmada gelir dağılımı adaletsizliğini temsil etmek üzere gini katsayısı kullanılmış olup 2006-2018 yılları arası yıllık veriler kullanılmıştır. Westerlund (2006) eşbütünleşme ve AMG katsayı tahmincisinin kullanıldığı analizde kamu yatırımlarında %1 lik bir değişikliğin gini katsayısını yani gelir dağılımı adaletsizliğini 0.0095 azalttığı sonucuna varılmıştır.
