Evaluation of the performance of regional development agencies in terms of project management with LOPCOW and MABAC methods

Abstract

Regional Development Agencies (RDAs) are units that activate the potential of the region where they are established and ensure the efficient and effective use of the resources in that region. Especially in terms of project management, the support they provide to the region is highly significant for its development. This study evaluates the project management performance of RDAs in Turkey using the LOPCOW and MABAC methods. Data from the annual activity reports of 26 RDAs over the last three years were analyzed. Seven criteria, including total income, general administrative expenses, and the number of outcome-oriented projects, were utilized for performance assessment. Findings indicate that general administrative expenses and the number of outcome-oriented projects are key determinants of agency performance, while criteria like domestic and international visit numbers showed lower significance. Performance analysis revealed significant variations over the years, with agencies such as Fırat, Central Black Sea, and Central Anatolia Development Agencies standing out in certain periods. The study offers recommendations for RDAs to ensure efficient use of financial resources, develop more outcome-oriented projects, and enhance national and international collaborations. It emphasizes the importance of regular and transparent performance evaluations of RDAs, highlighting the role of multi-criteria decision-making methods in understanding performance differences and identifying areas for improvement.

Proje yönetimi açısından bölgesel kalkınma ajanslarının performanslarının LOPCOW ve MABAC yöntemleri ile değerlendirilmesi

Abstract

Bölgesel kalkınma ajansları (BKA) kurulmuş olduğu bölgenin potansiyelini harekete geçiren ve o bölgedeki kaynakların etkin ve verimli kullanılmasını sağlayan birimlerdir. Özellikle proje yönetimi açısından bölgeye sağlamış oldukları destekler bölgenin kalkınması açısından oldukça önemlidir. Bu çalışma, Türkiye'deki BKA proje yönetimi performanslarını LOPCOW ve MABAC yöntemleri kullanarak değerlendirmiştir. Araştırmada 26 BKA’nın son üç yıllık faaliyet raporlarından elde edilen veriler incelenmiştir. Performans değerlendirmesi için, gelir toplamı, genel hizmet giderleri, sonuç odaklı proje sayısı gibi yedi kriter belirlenmiştir. Elde edilen bulgular, genel hizmet giderlerinin ve sonuç odaklı proje sayısının ajans performansında belirleyici olduğunu göstermiştir. Yurt içi ve yurt dışı ziyaret sayısı gibi iş birliği odaklı kriterler ise düşük önem düzeyi sergilemiştir. Performans analizi, yıllar arasında önemli değişimler olduğunu ortaya koymuş, Fırat, Orta Karadeniz ve İç Anadolu Kalkınma Ajanslarının bazı yıllarda öne çıktığını göstermiştir. Araştırma, mali kaynakların verimli kullanımını sağlamak, daha fazla sonuç odaklı proje geliştirmek ve ulusal-uluslararası iş birliklerini artırmak için kalkınma ajanslarına yönelik öneriler sunmaktadır. Çalışma, BKA’ların performanslarının düzenli ve şeffaf bir şekilde değerlendirilmesi gerektiğini vurgulamış, bu süreçte çok kriterli karar verme yöntemlerinin önemine dikkat çekmiştir.
