Purpose and Methods of Public Diplomacy

Abstract

Increase of a role of public diplomacy is now the indisputable fact which value it is difficult to overestimate. The historical originality and social uniqueness of the world, developed in the last decades in connection with contradictions between huge creative opportunities of scientific and technical revolution and those aspects of use of its achievements which are connected with super weapon improvement, uncontrollable destructive impact of technological progress on the biosphere, imperiously demanded from people of high moral responsibility and unprecedented practical actions not to allow self-destruction of a human civilization.

Realizing all dramatic nature of a modern situation in the world, people of various professions, different age of all countries and continents started uniting in movements and the organizations, expressing the concern about future life on Earth. The genius of the person in his incessant scientific and technical search called into question immortality of a human race, it is engaged in process of development of new outlook, replacement of confrontational type of world development with a nonviolent civilization. Getting into consciousness of people, being internationalized in time and space, these "history calls" in huge degree "humanize" all sphere of the international relations, considerably changing, transforming all their planetary system.
