PARİS BARIŞ KONFERANSI ÜZERİNE GENEL BİR DEĞERLENDİRME

Abstract

Avrupa devletleri 1914 yılında büyük bir savaşa başlamış ve bu savaş, sonuçları itibarıyla bütün dünyayı etkilemiştir. Birinci Dünya Savaşı, neredeyse yüz yıl boyunca Avrupa’da dengeyi sağlayan Viyana düzenine son darbeyi indirmiştir. Savaştan galip çıkan Müttefik Devletler, mağlup devletlerle imzalanacak barış antlaşmalarının hazırlanması, bozulan düzenin tekrar kurulması, yeni sınırların çizilmesi, savaş zararlarının tazmin edilmesi ve en önemlisi dünyanın yeniden paylaşılması için Paris’te bir barış konferansı düzenlemişlerdir. Paris Barış Konferansı’nın en önemli gündemi Milletler Cemiyeti’nin kurulması olmuştur. Taraflar bu konuda anlaştıktan sonra Almanya, Avusturya, Macaristan, Bulgaristan ve Osmanlı Devleti ile imzalanan barış antlaşmaları hazırlanmıştır. Macaristan ile yapılan barış şartlarını belirleyen Trianon Barış Antlaşması ile Osmanlı Devleti ile yapılan barış şartlarını belirleyen Sèvres Barış Antlaşması, Paris Barış Konferansı sona erdikten sonra imzalanmış olsa da antlaşmaların esasları yine Konferans’ta belirlenmiştir. Yaklaşık bir yıl süren Paris Barış Konferansı’nın kurduğu yeni düzenin ömrü sadece yirmi yıl olmuş, dünya barışı için büyük umutların bağlandığı Konferans başarılı olamamıştır.

AN OVERVIEW OF THE PARIS PEACE CONFERENCE

Abstract

European states started a great war in 1914, and this war affected the whole world in terms of its consequences. The First World War dealt the final blow to the Vienna order, which had maintained the balance in Europe for almost a hundred year. The Allied States that won the war organized a peace conference in Paris to prepare peace treaties to be signed with the defeated states, to restore the broken order, to draw new borders, to compensate for war damages and, most importantly, to re-share the world. The most important agenda of the Paris Peace Conference was the establishment of the League of Nations. After the parties agreed on this issue, peace treaties were prepared with Germany, Austria, Hungary, Bulgaria and the Ottoman Empire. Although the Trianon Peace Treaty, which established the terms of peace with Hungary, and the Sèvres Peace Treaty, which established the terms of peace with the Ottoman Empire, were signed after the end of the Paris Peace Conference, the principles of the treaties were again determined at the Conference. The new order established by the Paris Peace Conference, which lasted about a year, only lasted twenty years, and the Conference, in which great hopes for world peace were attached, was not successful.
