Sürdürülebilir Kalkınma Amaçlarının Yerel Düzeyde İzlenmesi: Bir Model Önerisi

Abstract

BM ve üye ülkeler tarafından belirlenen Sürdürülebilir Kalkınma Amaçları (SKA), 2030 yılına kadar 'aşırı yoksulluk, eşitsizlik, adaletsizlik ve iklim değişikliği' sorununu çözmeyi hedeflemektedir. Hedef ve göstergelerin mikro düzeyde izlenmesi büyük önem taşımaktadır. Ülkelerin değişen mikro özelliklerinin, dolayısıyla yerel dinamiklerinin takip edilmesi, politika yapıcıların atacağı aksiyonlar açısından büyük önem taşımaktadır. Bu nedenle yerel düzeyde geliştirilen modelin göstergelerinin SKA'larla ilişkisi ortaya konulmuş ve SKA'larda yer alan yerel amaç, hedef ve göstergelerle eşleştirmeler yapılmıştır. Model, yerel yönetimlerin mevcut durumunu tespit etmeyi, zaman içinde meydana gelen değişiklikleri ortaya çıkarmayı ve yerel aktörler için ilgili alanları güçlendirecek politika önerileri sunmayı amaçlamaktadır. Bu çalışmada hedeflenen yerel düzeyde geliştirilecek modelin bileşenleri ve göstergeleri Sürdürülebilir Kalkınma Amaçları ile yakından ilgilidir.

Monitoring Sustainable Development Goals At The Local Level: A Model Proposal

Abstract

The SDGs, set by the UN and its member countries, aim to address 'extreme poverty, inequality, injustice, and climate change' by 2030. Monitoring targets and indicators at the micro level is of great importance. Tracking the changing micro characteristics of countries, and hence local dynamics is crucial for the actions to be taken by policymakers. For this reason, the relationship between the indicators of the model developed at the local level with the SDGs has been demonstrated, and matches have been made with the local goals, targets, and indicators in the SDGs. The model aims to identify the current situation of local governments, reveal changes over time, and provide policy recommendations to strengthen relevant areas for local actors. The components and indicators of the model to be developed at the local level, as targeted in this study, are closely related to the SDGs.
