Turkey’s Media Policies Towards Central Asian Countries: The Case of Kyrgyzstan

Abstract

This study starts from the importance of media in Turkey's relations with Central Asian countries and focuses on field research in Kyrgyzstan. In the study, face-to-face interviews were conducted in Kyrgyzstan with representatives from public, private and non-governmental organizations that are among the deciders or main actors of Kyrgyzstan’s media policy. The interviewing, which were completed in two months, aimed to ask i) What is the current state of the media in Kyrgyzstan? ii) What are the main problems of the media in Kyrgyzstan? iii) What are the views on the ongoing media relations between Kyrgyzstan and Turkey? iv) What are the expectations of Kyrgyzstan's media from Turkey in solving their problems and needs? At the end of the study, data were obtained on the ownership structure, structural status, media usage trends and press freedom of the Kyrgyz media. Based on these data, the main problems of the Kyrgyz media were identified. These problems are categorized as professional problems, problems related to the implementation of professional principles of journalism, economic problems, technological problems, legal/structural problems and problems related to media content.
