FISHERIES ENGINEERING AND EUROPEAN UNION LEGISLATIONS RELATED TO FISH HEALTH

Abstract

The European Union has prepared and enacted a number
of laws, directives and decision relating to the aquatic animal health for
implementation in member and candidate countries. Based on the authorization
given by this legislation, Aquatic Animal Health Professionals in the EU
countries fulfil the necessary legislative provisions. In our country, aquatic
animal health legislation studies have been made based on the EU directives and
decisions, but authorization has not been given in this legislation to Fisheries
Engineers who take courses related to aquatic animal health in Fisheries
Faculties. However, despite the difficult conditions in fishery businesses,
Fisheries Engineers and Fisheries Technology Engineers has been devoted
themselves to practices on the field. Aquatic Animal Health Professionals have
also been authorized together with other related occupational groups on aquatic
animal health issues in Aquatic Animal Health Code, which is published by the
World Organisation for Animal Health (OIE), and in Animal Health Law of the
European Parliament and Council. It will be appropriate to give authority to
the Fisheries Engineers and Fisheries Technology Engineers, who specialize in
fish health and carry out aquatic animal health practices in aquaculture enterprises
in the national legislative arrangements to be prepared in accordance with the
European Union's legislation on aquatic animal health.

BALIK SAĞLIĞIYLA İLGİLİ AVRUPA BİRLİĞİ MEVZUATI VE SU ÜRÜNLERİ MÜHENDİSLİĞİ

Abstract

Avrupa
Birliği, üye ve aday ülkelerde uygulanmak üzere su ürünleri sağlığıyla ilgili
birçok kanun, direktif ve düzenlemeler hazırlanmış ve yürürlüğe koymuştur. Bu
mevzuatın verdiği yetkiye dayanarak AB ülkelerinde Su Ürünleri Sağlığı
Uzmanları gerekli mevzuat hükümlerini yerine getirmektedir. Ülkemizde de AB
direktif ve kararlarına dayandırılarak
su ürünleri sağlığı konularıyla
ilgili mevzuat çalışmaları yapılmış, ancak Su
Ürünleri Fakültelerinde su ürünleri sağlığı ile ilgili onlarca ders alan Su
Ürünleri Mühendisleri ve Balıkçılık Teknolojisi Mühendislerine bu mevzuatlarda
yetkiler verilmemiştir. Ancak su ürünleri işletmelerindeki zor koşullara
rağmen, Su Ürünleri Mühendisleri ve Balıkçılık Teknolojisi Mühendisleri
sahadaki uygulamalara kendilerini adamışlardır.
Dünya Hayvan Sağlığı
Örgütü (OIE)’nün yayınladığı Sucul Hayvan Sağlığı Kanunu ve Avrupa Parlamentosu
ve Konseyi tarafından yayınlanmış olan Hayvan Sağlığı Kanunu'nda, su ürünleri
sağlığı konularında diğer ilgili meslek grubuyla beraber Su Ürünleri Sağlığı
Uzmanları da yetkilendirilmiştir. Avrupa
Birliği'nin su hayvanları sağlığı üzerindeki mevzuatına uyumlu hazırlanacak
ulusal yasal düzenlemelerde balık sağlığı konusunda uzmanlaşmış ve su ürünleri
işletmelerinde balık sağlığı uygulamalarını yürütmekte olan Su Ürünleri
Mühendisleri ve Balıkçılık Teknolojisi Mühendislerine de yetki verilmesi
yerinde olacaktır.
