Institutions and Ecological Sustainability: An Analyse on Developing Countries

Abstract

Concepts such as the existence of the democracy, political, economic and legal freedoms, rule of law, civil rights, the scale of malpractice, ecologic change, environmental destruction, effects of climatically change which are not economic but in a good relationship with economy are being compiled in order to explain economic concepts such as growth, poverty and injustice of income distribution. The understanding of institutional infrastructure and the process of change have been a necessity for the explanation of economic problems and providing ecological sustainability. Based on this necessity, the research was taken into account within the framework of ecological sustainability, economic, legal and political institutions explaining the usage of the productive capacity of the environment without reducing it for the future generations and the relationship between them was researched within the framework of least squares method. The years between 2000-2010 were based on in order to determine the effect of existence of institutions on the ecological sustainability via carbon dioxide emission per person and 55 developing countries including the Turkey were included in the research. According to the analysis results, a positive relationship was observed between the economic institution index and the carbon dioxide emission, a negative relationship was observed between the legal institution index and the carbon dioxide emission and no statistically significant relationship was observed between the legal institution index and the carbon dioxide emission. The analysis results demonstrate that the positive relationship between the economic institution index explained by the economic freedom in countries and the carbon dioxide emission will lead to an increase in the level of carbon dioxide emission with investigations in countries with improved economic freedom levels and the improvements in the legal institution index explained by the legal arrangements and legal framework can be related to the regulations reducing the carbon dioxide emission. The fact that no relationship was encountered between the political institution index and the carbon dioxide emission demonstrates sustainability with the expected result of the research. Within this framework, increased industrial production and carbon dioxide emissions in parallel with the rise of economic freedoms in the institutional framework in countries will be balanced by the regulation of the legal framework

Kurumlar ve Ekolojik Sürdürülebilirlik: Gelişmekte Olan Ülkeler Üzerine Bir Analiz

Öz

1990’lı yıllardan itibaren büyüme, yoksulluk, gelir dağılımı adaletsizliği gibi ekonomik sorunları açıklamaya yönelik demokrasinin varlığı, siyasi, ekonomik ve yasal özgürlükler, hukukun üstünlüğü, sivil haklar, yolsuzluğun ölçüsü, ekolojik değişme, çevresel tahribat, iklim değişikliğinin etkileri gibi ekonomik olmayan -ancak ekonomi ile sıkı ilişki içerisinde olan- bir takım kavramlar eklenmeye başlamıştır. Ekonomik sorunları açıklayabilme ve ekolojik sürdürülebilirliği sağlamada kurumsal altyapı ve değişim sürecinin anlaşılması bir gereklilik halini almıştır. Bu gereklilikten hareketle, çalışmada, doğanın üretken kapasitesini gelecek nesiller için azaltmadan kullanımını ifade eden ekolojik sürdürülebilirlik, ekonomik, yasal ve politik kurumlar çerçevesinde ele alınmış ve aralarındaki olası ilişki panel EKK yöntemi ile araştırılmıştır. Kurumların varlığının kişi başına düşen karbondioksit salınımı ile temsil edilen ekolojik sürdürülebilirlik üzerindeki etkisini tespit edebilmek için 2000-2010 yılları esas alınmış olup çalışmaya Türkiye dahil 55 gelişmekte olan ülke dahil edilmiştir. Analiz sonuçlarına göre ekonomik kurum endeksi ile karbondioksit salınımı arasında pozitif, yasal kurum endeksi ile karbondioksit salınımı arasında negatif yönlü bir ilişki tespit edilirken, politik kurum endeksi ile karbondioksit salınımı arasında ise istatistiksel olarak anlamlı bir ilişki tespit edilememiştir. Analiz sonuçları, ülkelerdeki ekonomik özgürlükler ile açıklanan ekonomik kurum endeksi ile karbondioksit salınımı arasındaki bu pozitif ilişki ekonomik özgürlük düzeyi artan ülkelerde yatırımlar aracılığı ile karbondioksit salınımlarının artacağını, hukuki düzenlemeler ve yasal çerçeve ile açıklanan yasal kurum endeksindeki iyileşmelerin de karbondioksit salınımını azaltıcı düzenlemeler ile ilişkilendirilebileceğini ortaya koymaktadır. Politik özgürlükler ile bağlantılı olan politik kurum endeksi ile karbondioksit salınımı arasında istatistiksel bir ilişkiye rastlanılmamış olması da çalışmanın teorik olarak beklenen sonuçları ile uygunluk göstermektedir. Bu çerçevede ülkelerde kurumsal çerçevede ekonomik özgürlüklerin artmasına paralel olarak artan sanayi üretimi ve karbondioksit salınımı yasal çerçevenin düzenlenmesi ile dengelenebilecektir
